February 21, 2024



MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON NOVEMBER 21, 2023 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Liggett, Vivirito, Erickson, Carlson, Toombs, and Fisher present. Also, present were, Director Sibley and Assistant Clerk Mann. Attorney Brooks was present via zoom. McCleary was absent.

MOVED BY VIVIRITO SECONDED BY ERICKSON TO APPROVE THE MINUTES OF THE NOVEMBER 7, 2023 MEETING. ALL IN FAVOR. MOTION CARRIED.

MOVED BY LONG SECONDED BY LIGGETT TO APPROVE THE AGENDA, ADDING LIBRARY BOARD. ALL IN FAVOR. MOTION CARRIED.

No Public Comment:

Mayor Jones:

• TIF District Threshold- Met with Sara Hudson and Robin Rude today. The ability to adjust the TIF base value is very limited. New construction is the biggest factor to increase tax dollars.

• Christmas Party- will be December 15th, 6:00pm at the Arcade. White elephant gift and ugly sweater contest.

• December 11th, lunch with Barry Usher and Sara Hudson.

• Snowy Mountain Development-Looking for another board member.

• Community Coffee Growth Policy-January 22nd, 6:00am at the Senior Center, Cody will do PR info.

Attorney Brooks:

• TIF Board Documents- Minor editing and word smithing.

• Booth Property-County Attorney filed complaint, will double check with Adam Larsen on status tomorrow.

• Rebecca Gentle-Will communicate with her as to why she thinks it’s a hardship for her. Bruce-I believe this is the 3rd company to represent. Can’t give variance on something they are leasing. Brewers own property. Don’t give a variance for anything. Mayor- sent her a variance application and she didn’t send it back. Conditional use permit is premature.

Site Permits: Bruce Hoiland- 2 permits. Handed out two sketches. Discussed lots not included in current rule for curb, gutter, and sidewalk. They want water line, who will help pay for it? Mayor will send to a committee to discuss. Looked up vehicle parking 28-367. Includes the street. Mayor-Street is not their property. Attorney agrees.

Unfinished Business;

• TIF District Board Members: Mayor Jones- Sara Hudson will look at all documents when put together. We will table until we have money in it. Fisher- Why do we want to do anything since we don’t even know if it’s going to pass in the senate? Why waste our time? Carlson- What happens to the money that’s in it if it doesn’t pass? Mayor- It will go to schools, county, city.

Report out from Council Committee Meetings:

• Library Board: Toombs- Met this afternoon, everything rolling along. In good financial shape. Next meeting, we will look at the Interlocal agreement.

• Water Authority: Liggett-. We are on or ahead of schedule.

• On street parking/camper and RV discussion: Mayor- Will work on after the holidays. Vivirito-was a copy sent to the sheriff’s office for comment? Mayor-we will wait until we have more info. We need to find out how we recover the cost for towing Carlson-Light vehicles, such as cars and trucks, don’t come out of anyone’s pocket. RV & campers are not the same case.

Clerk/Treasurer Lanter- mailed Treasurer report to council.

Vivirito-Has County come through with money for pool as promised? Lanter- No.

Director Sibley- Garbage truck broke down, it’s in the shop, waiting on parts. Carlson- I want to give props to the guys for using a dump truck and tractor to collect trash. Great job.
