January 24, 2024



MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON OCTOBER 17, 2023 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Liggett, Vivirito, Erickson, Carlson, McCleary, Toombs, and Fisher present. Also, present were Assistant Clerk Mann and Compliance Officer Hoiland. Attorney Brooks was present via video. Director Sibley was absent.

MOVED BY ERICKSON SECONDED BY LIGGETT TO APPROVE THE MINUTES OF THE OCTOBER 3, 2023 MEETING. ALL IN FAVOR. MOTION CARRIED.

MOVED BY VIVIRITO SECONDED BY LONG TO APPROVE THE AGENDA. ALL IN FAVOR. MOTION CARRIED.

Law Enforcement: Undersheriff Bednar- A drone is in the near future. Will get $20,000.00 from Signal Peak grant. Carlson-Who will pilot? Bednar- I will not be the pilot, it will be someone with a 107 license and will have training.

Public Comment: Kevin Proper- Trying to move to Roundup, currently working at the hospital. Suppose to close on the old theatre property, 301 Main St. Bank not willing to do loan because it’s zoned as commercial. Mayor Jones- It’s mixed-use zone, we will do what we can to help. Will write a letter and leave it at the front desk with Cassie.

Mayor Jones:

• Deer Management Plan- Approved, 50 tags will go on sale November 1 at 5am. Received map.

• Leagues meeting-Was very good. DEQ presentation was interesting. Almost got heated. MDT had interesting news, forming a new group, LTPG (Local Transportation Project Group). Will oversee local highway projects.

Attorney Brooks:

• Booth Property-County attorney moving forward with charges, he lives out of state. Photos were sent to Tammy Allen; she may need more recent photos from Bruce.

• TIF Board Documents-Reviewed, made minor suggestive changes, not carved in stone. Council can change if needed.

• Justice court agreement- Finalized with the county. Marking already signed. County will match $100.00 a month. County attorney Changed duration of agreement.

Compliance Officer Hoiland: Talked with Tammy Allen through email. Took pictures to county attorney’s office this week. Boone threatened myself and a guy I hired. If he thinks he’s going to scare me, he has another thing coming. 7 permits issued.

Unfinished Business;

• TIF District Board Members: Mayor Jones-Will bring documents to Codes and Ordinance Committee, before recruiting members. On the back burner for now.

• Updating the CIP/Community Survey-Going well. Ends October 31st.

Report out from Council Committee Meetings:

• Water Authority: Liggett-No New news, project going well. Updated schedule to Roundup. Looking at early spring of 2025. Positive feedback from Harlow. Mayor- I will be going to the ribbon cutting ceremony tomorrow with Monty.

• Codes and Ordinance Committee:

1. Carters plat amendment request: Proposed marker in photo. They need a six-foot setback from property line to structure. Has to be rectified for approval.

2. Off Street Parking: Erickson-Prohibit trailers, boats, motorhomes, snowmobiles, outside of temp parking. Carlson- Who will be towing them? We don’t have a place to store towed items. Mayor Jones- We are just word smithing; do we want to move forward with this? Will be discussed more in detail. Consensus to move forward.

• Refuse District/City Representative: Mayor Jones- Received an email with a resignation and recommendation from Linda Yount for the Refuse Board. Talked to Floyd and he agrees with her recommendation. Carlson-Who did she recommend? Mayor Jones- Rick Dewitt. Carlson- He’s a good guy. Mayor Jones- I will let the Commissioners know, we will find a replacement.

MOVED BY CARLSON, SECONDED BY LIGGETT TO APPROVE THE PLAT AMENDMENT REQUEST FOR CARTERS, IF THEY CAN RECTIFY THE SIX-FOOT SETBACK. ALL IN FAVOR. MOTION CARRIED.

MOVED BY LONG, SECONDED BY VIVIRITO TO APPROVE THE JUSTICE COURT SERVICES AGREEMENT. ALL IN FAVOR. MOTION CARRIED.

No Public Comment.

MOVED BY TOOMBS, SECONDED BY LIGGETT. TO APPROVE RESOLUTION # 1183. A RESOLUTION CANCELLING THE NOVEMBER 7, 2023 GENERAL ELECTION OF CERTAIN MUNICIPAL OFFICERS. ALL IN FAVOR. MOTION CARRIED.

No Public Comment.

Public Comment: Jerry from Alaska, staying with Kevin-Came through Bozeman, lots of campers and homeless problem. Be careful how you word changes in ordinance so you can take action if you need to.
