Roundup City Council Meeting Minutes

MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON OCTOBER 3, 2023, at 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Liggett, Vivirito, Erickson, McCleary, Toombs and Fisher present. Also, present was, Director Sibley and Assistant Clerk Mann. Attorney Brooks was present via video. Long and Carlson were absent.

Moved by Vivirito, seconded by Fisher to approve the minutes of the September 19, 2023 meeting. All in favor. Motion carried.

Moved by Toombs, seconded by Liggett to approve the agenda, adding, Refuse Board. All in favor. Motion carried.

No Public Comment.

Mayor Jones:

• Met September 22nd with County Commissioners and Attorney Larsen by zoom along with Toombs. Commissioners will offer Mr. Marking up to $150.00 from county and $100.00 from city. Attorney Larsen suggested it expire next election. Commissioners will meet with Mr. Marking on Friday.

• Will attend the MLCT (Montana League of City and Towns) conference in Helena the 11th thru the 13th.

• Mayor and Lon are going to the mine on Friday for a tour.

• Asked the council for blessing to use the council chambers for future meetings for the Credit Committee with Signal Peak Project Program. Council is ok with them using the chambers.

Attorney Brooks:

• Property on eastside not complying. Letter sent on weeds and tall grass. Emailed Lance and Adam about citing him in city court. This should let people know we aren’t messing around when it comes to being in compliance.

• TIF Board Documents-Went thru all documents, just a few minor changes made.

• Can’t go to the annual meeting. It’s a great thing to attend, useful and informative. Recommend the council going.

Unfinished Business;

• TIF Board Members-Still need to recruit, will be after Brent is done reviewing documents.

• On-street parking-Council still wants Code & Ordinance to work on this.

• Growth Policy-Flyers for survey are posted on city door and at the court house. Will post on Facebook. Public can pick up and return surveys at the city office.

• CIP (Capital Improvement Plan)- Haven’t heard anything, will talk to Greg at meeting.

Council Discussion/Future Agenda Items:

• Refuse District: Fisher-I don’t have good news. Republic rep was at the meeting. It got heated. The new contract he gave us has a 61.9% increase starting immediately with a 3.75% increase every year after. That would be $100.00 increase per household for everyone in the county. The rep does not care. We did not make a decision, don’t know if we can since the budget is set. Linda Yount will meet with the new finance gal, Chris, to see exactly where our budget is. Last month was over $43,000.00 to haul garbage. Will meet at the end of this month, not sure where it’s going to go.

Director Sibley-Everything is going good.

MOVED BY TOOMBS, SECONDED BY LIGGETT TO REMOVE FROM TABLE, THE APPLICATION UPON CONDITION, THAT THE APPLICANT SHALL PROVIDE ONE OFF STREET PARKING SPACE PER DWELLING UNIT IN COMPLIANCE WITH THE PUD APPROVAL. FURTHER, ADA PARKING AND LOADING AREAS SHALL BE PROVIDED FOR THE PROPOSED USES IN COMPLIANCE WITH THE CURRENT ADA REQUIREMENTS AND THE PUD APPROVAL. A REVISED SITE PLAN SHALL BE SUBMITTED TO THE CITY OF ROUNDUP FOR REVIEW AND APPROVAL PRIOR TO STARTING THE PROJECT. THE APPLICANT SHALL DESIGN AND INSTALL THE REQUIRED PARKING AT HIS EXPENSE. Public Comment: Jason Bednar-Any word on deer hunt? Mayor Jones- Map hasn’t changed, beginning date has, will be after regular hunting season is over. Can’t hunt past February 15th.
