Roundup City Council Meeting Minutes

REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON APRIL 4 2023 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND GOTO MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Liggett, Vivirito, Erickson, McCleary, Toombs, and Fisher present. Also, present were Director Sibley and Assistant Clerk Mann. Attorney Brooks was present via video. Carlson was absent.

Moved by Erickson seconded by Vivirito to approve the minutes of the March 21, 2023 meeting. All in favor. Motion carried.

Moved by Long, seconded by Liggett to approve the agenda. All in favor. Motion carried.

No Public Comment.

Visitors:

• Monty Sealey- Sibley- Grant fund by EPA. 7 million available. Water Authority is not eligible to apply but the city is. The City of Roundup has the highest manganese in the area. Sign it over to the Water Authority, this will fund a well for the city. Will keep debt down for phase 2 to Roundup. Will also keep rates from going higher. Water Authority will put in match and handle everything. No cost or risk to the city. Lon-Manganese has been in the water for 100 years. We know it’s high. We have never had a limit before.

• Michaela Viviano 932 1st St W.-Has 3 different proposals on animals. Many don’t abide by the 2-dog ordinance. Would like to change it to 4 dogs. Would like cats to be registered, $20.00 and $5.00 fees. Would like the city to be open to Quail. Mayor Jones will send to the Codes and Ordinance Committee.

• Stephanie Moncalieri Humane Society-Huge problem with stray cats. Would like to implement a TNVR (Trap, Neuter, Vaccinate, Return) program. They rely on donations and grants. Would like the support of the Mayor and Council. Mayor Jones will send to the Codes and Ordinance Committee.

Law Enforcement: Undersheriff Bednar-Promoted a new Dispatch Supervisor.

Mayor Jones:

• Stockman Bar- Will close on the property April 5, 2023 at 10:00am.

• CXT restroom update-Had a zoom call. Warranty good if installed correctly. Will locally contract, waiting on good weather.

• Haven’t heard anything on lights at park. Vivirito will follow-up.

• May council meetings will be the 9th and 16th.

• TIF Board-SMDC (Snowy Mountain Development Corporation) says to sit on it until legislative session is over, they are trying to remove program.

• Letter was mailed to MDT (Montana Department of Transportation) Long would like a copy emailed to her.

Attorney Brooks: CXT meeting went very well. Best results moving forward. City was well prepared when dealing with CXT.

Will be speaking at the Clerks school May 2nd.

• Interlocal agreement court services- Still waiting to hear.

• Pool Cameras-Morrison-Maierle will be at next meeting to present their camera system.

Clerk Treasurer Lanter: 9% Rate increase for employee health benefits.

Council Action Items:

MOVED BY TOOMBS, SECONDED BY FISHER TO APPROVE CHANGING THE NAME FROM JAMES TO JONES ON THE DRINKING WATER STATE REVOLVING FUND PROJECT PRIORTY LIST SURVEY EMERGING CONTAMINANTS. . ALL IN FAVOR. MOTION CARRIED.

Public comment: Troy Evans- needs clarification, manganese in current water or new water? Sealey-We have 2 wells, 1 well will be paid for with this grant.

Public comment: Troy Evans-Curious on how the KLE and bathroom contracts were written. Why installation wasn’t clearly defined? Why is there an issue? Citizens just have to accept the contract? Attorney Brooks- It’s really a factual issue as to a contract issue. Contracts are open to the public. Will be happy to review these by email.

MOVED BY TOOMBS, SECONDED BY LIGGETT TO APPROVE CLAIMS FOR THE PRECEDING MONTH AND DRAW WARRANTS ON THE TREASURY FOR THE SAME. ALL IN FAVOR. MOTION CARRIED.

Public Comment: Christy Wickhorst- Would like to rehabilitate top floor of 101 Main St using a CDBG (Community Development Block Grant) grant. Would like letter of support. City will have to be administrators of the grant. Mayor Jones will write a letter and talk to Brent more on this.

Troy Evans- 1st Ave, I realize it is a state highway. Both sides of sidewalks are a concern. Older people can’t walk on them. Two inches or more of dirt on them. Should be cleaned even in winter.
