Commissioners February 3, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the January 27, 2023 meeting after a few spelling corrections. Commissioner Pancratz seconded the motion. Motion carried.

Board Meetings:

Commissioner Turley did the minutes for the Refuse Board meeting January 31, 2023. Linda Yount, Floyd Fisher, Dallas Tienne, Rich with Republic, and Terry Frost attended. Refuse remains within budget. Burn permits must be approved for each refuse site-Roundup, Musselshell and Melstone. It is highly recommended that each site burns its burnable wood products and refuse before the discard area becomes a large burning hazard. This should be done periodically. Surveillance cameras have been installed at Roundup. Woven wire fencing repairs must be made at Roundup site. Employee performance remains a concern. Mr. Dave Dembek has resigned from the Board, and Mr. Floyd Fisher has been appointed by Mayor Jones. A replacement for Mr. Dembek must be considered.

All Commissioners attended the R.I.D.E meeting on Thursday February 2, 2023 regarding the parade date this 4th of July.

All Commissioner attended a meeting on Tuesday January 31, 2023 with Montana Frontier Sandstone to see the progress on the Welcome Center restroom. The invoice the County received from them was also discussed.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The invoice from the water heater installation at the Complex was discussed. They received 1 bid so far for the gutters at the Commons but Ms. Jett is expecting a second bid soon.

County Agent Solf gave her report to the Commissioners. Ms. Solf reminded the Commissioners that the South-Central Winter Ag Tour in Lavina is Feb. 7, 2023. The “Mate” Show is in Billings February 16 till 18, 2023. MSU will have a booth at the show. There may be a Bee Keeping Workshop and drought related programs coming in March. The Amish Horse Sale is tentatively set for the end of April.

Sheriff Lesnik gave his weekly report to the Commissioners.

Sheriff Lesnik thanked the Commissioners for their support at the R.I.D.E. meeting Thursday February 2, 2023 at the Arcade. The Commissioners will assist in finding volunteers that will help with crowd and traffic control during the 3rd and 4th of July parades. Inmate housing and coverage was discussed.

County Attorney Larsen met with the Commissioners.

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. They also met with CFO Kirk regarding their budget. Musselshell And Melstone burn permits were issued for burnable materials. One new address was issued this week. Low volume work week for DES & Fire due to recent snow and cold.

Public Auction for Tax Deed on Park Addition (Roundup), Block 1, Lot 3. Lot was sold for assessed value advertised.

Public comment on a Categorical Environmental Exclusion for the Coal Board Grant for 2 Belly Dump Trailers for the Road Department. There was no public comment.

Commissioner Goffena made the motion to appoint Floyd Fisher to the Refuse Board. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign ERM-6 Form Workers Compensation Experience Rating for Non-Affiliated Data submitted by Montana State Fund. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Montana Association of Counties Acknowledgement Form for the 2023-2024 PCT Renewal Scheduled Property. Commissioner Pancratz seconded the motion. Motion carried.

All Commissioner did the 1st run of claims for the month of February Thursday February 2, 2023.

Claims = $195,037.31

Commissioner Turley signed Journal Voucher 1050 to move funds from the Clerk & Recorders General Fund to the Clerk & Recorders Record Preservation Fund to balance month end.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.

February 6, 2023 Road Department Meeting.

Commissioner Turley, Commissioner Goffena Road and Bridge Supervisor Stockert and Secretary Newman were present.

There is a request for a possible road abandonment. The resident was referred to County Attorney Larsen. They are going to be posting for a new employee at the shop. Annual repairs and inspections have been done. ROW tree removals were done on Fishel and Chandler. They are going to be doing some research on CDL training.

February 6, 2023 meeting with The Musselshell County Housing Authority for Homes on the Range. Commissioner Turley, Commissioner Pancratz, Commissioner Goffena, Duane Snook, Mike Morgan and Irvin Wiegum were present. Members of the Housing Authority are: Duane Snook, Mike Morgan, Pastor Dave Bergeson, Brenda Vescovi, Brian Cory, Linette Matheson and Pam Larson. Snowy Mountain Development Corp was called and they spoke with Cathy Barta regarding Building repair or replacement funding sources. The structure does not meet present day standards. Handicapped rooms are few and ambulance care to upstairs is very difficult. Mr. Weigum and Mr. Morgan detailed specific building deficiencies that clearly indicate a major building repair or building replacement maybe necessary. The next meeting is February 15, 2023 at 1:00 in the Commissioner Office. Snowy Mountain will be present by phone.
