Commissioner January 6, 2023 Minutes

The meeting was called to order at 8:30 by Clerk & Recorder Tomassi. Commissioner Goffena Commissioner Turley and Commissioner Pancratz were present. Ms. Tomassi said the meeting was open for nominations. Commissioner Goffena nominated Commissioner Turley as Chairman of the Commission. Commissioner Pancratz seconded the motion. Commissioner Goffena nominated Commissioner Pancratz as Vice Chairman of the Commission. Commissioner Turley seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the December 23 and December 30, 2022 minutes as written. Commissioner Pancratz seconded the motion. Motion carried.

The Commissioners were advised that there will be another Brownsfield Petro Board loan for the Farmers Union property. This will be a reimbursable loan and will be done through Snowy Mountain Development.

Board meetings:

Commissioner Goffena and Commissioner Pancratz attended the Fire Council meeting on Thursday January 5, 2023. They are working on setting their social media policies. Commissioner Pancratz was impressed with the continued training they are doing.

Commissioner Turley attended a Hospital Board meeting on January 5, 2023: Minutes done by Commissioner Turley. Monthly financial performance in December continues to be affected by contract labor and 102-day old average accounts receivable. Wipfli Audit completed a year end Audit opinion that stated the audit was favorable; and made note that their opinion is based upon information provided by the Hospital Board. RMH maintains an increase in clinic visits due to Dr. availability. Billings Clinic also stated that they have a clinic request from West Yellowstone, which is another positive note for RMH’s relationship with Billings Clinic

Maintenance Supervisor Jett gave her weekly report to the Commissioners. They need more shelves at the Thimble. The Complex will be receiving a new hot water heater.

County Attorney Larsen met with the Commissioners.

Sheriff Lesnik gave his weekly report to the Commissioners. They will be doing interviews on Wednesday January 11, 2023. They have a good hiring pool. They will be purchasing 2 Watch Guard Camera systems out of the Capital Improvement fund. Sheriff Lesnik would like to do a “Welcome Packet” for new residents to help them understand Musselshell County.

DES Director Russell and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. The Fire Council meeting was discussed. They are thinking about getting pilots license to be able to use drones during fires. They have been working on the County Resource List. Corrections were sent back for the Old Milwaukee Railroad Bridge removal. It will be attached to the benefit cost analysis that will be reviewed next week and then sent to FEMA. The generator for the High School/Hospital was fixed. There were questions about claims.

Treasurer Hetrick met with the Commissioner regarding the next step in a resident that cashed a County check after signing an indemnity bond form. The resident will be contacted. Melstone School has a new clerk and the final budget was signed. First Security Bank revised their website and the format we use does not work with it. The County will need to pay $500.00 to be able to use it.

Bronya Lechtman, Pat Thiele, Steve Charter, Boyd Charter and Tom Baratta from the Bull Mountain Land Alliance met with the Commissioners to discuss the impacts and damages of mining activity to water and land in the Bull Mountains. They would like the Commissioners to write a letter regarding these concerns to DEQ before the January 27, 2023 comment period for the Mines permit renewal.

Joe Sthal met with the Commissioners regarding subdivision regulations. A copy was sent to Mr. Stahl.

Commissioner Goffena made the motion to sign Resolution 2023-1 reimbursement rates for mileage set at 65.5. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-2 setting Legal Holidays for 2023. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign Resolution 2023-3 establishing Commission meeting dates and times. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-4 establishing Travel and Meal reimbursement rates for 2023. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign Resolution 2023-5 establishing the Elected Official Salary Compensation Board. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2023-6 setting the Fire Season for Musselshell County for 2023.Commissioner Goffena seconded the motion. Motion carried.

Commissioner Turley and Commissioner Goffena did the first run of claims for January 2023 on Thursday January 5.

Claims for the first run of January 2023 = $139,153.83

January 9, 2023 Road Department minutes

Commissioner Turley, Commissioner Goffena, Road and Bridge Supervisor Stockert and Secretary Newman were present.

They are going to buy a 2-year warranty for 3 of the vehicles at the department. The money will have to be transferred into the maintenance account. The new equipment shop is just about finished and is going to be a big asset for the County. (The Commissioner went to look the building after the meeting) They are going to be purchasing treated wood posts from Gebhardt’s for the bigger signs up North. The wind has been bending the metal posts they are using now. Mr. Stockert will be checking out a possible new gravel site on C.A. Road in the near future.

Commissioners janaury 13, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the January 6, 2023 meeting as written. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Turley and Commissioner Goffena attended the Musselshell Watershed meeting Tuesday January 10, 2023.They discussed adding fisheries and the water shortage in the river and if there is going to be enough water for both irrigation and fisheries. The snow pack as of now is 113%. They received approximately $180,000.00 in ARPA funds to help repair the Delphia Melstone Canal.

Commissioner Goffena attended the interviews at the Sheriff’s Office on Wednesday January 11, 2023. There were 5 applicants.

Commissioner Turley attended a meeting with the Bull Mountain Land Alliance to try to get some facts before the Commissioners write a letter to DEQ regarding Signal Peaks permit renewal.

All Commissioners attended the Roundup Community Partners (RCP) meeting Thursday January 12, 2023. They discussed various projects but the need for housing and child care is very important.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. They are going to install flood light at the Commons and put a new one up at the County Complex. (Justice Court)

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. Kim Erickson with the Roundup Baseball Association was also present. There was 1 structure fire at Camp 3. They had mutual aid training for the up coming fire season. The Old Milwaukee Railroad Bridge grant was submitted. They are working on getting the County Road map updated. There were 2 new addresses this week. Ms. Erickson asked the Commissioners if it was ok to use Mills Field for the baseball season. The Commissioners all agreed. Sponsor banners on the fences were also agreed to. They will have a clean-up day in the spring and they are going to need more scoria.

CFO Kirk met with the Commissioner regarding budgets and claims.

Sheriff Lesnik gave his weekly report to the Commissioners. There were 2 strong candidates during interviews. They are in the process of background checks now. If all goes well, they will be offered conditional offers of employment around the first of February. The Highway Patrol has redistricted and we are now part of Yellowstone.

Commissioner Goffena made the motion to sign the Encroachment Permit for Sections 28, 29 & 33, T-11 N, R 23 E. Pronghorn Ranch Rd., submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Encroachment Permit for Sections 29 & 30, T-11 N, R 24 E and Section 25 in T11 N, R 23 E, Kombol Road, submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Commitment letter for the Old Milwaukee Bridge Removal Project submitted by DES. Commissioner Goffena seconded the motion. Motion carried.

Monty Sealey with the Montana Regional Water Authority met with the Commissioners to discuss the February 22, 2023 meeting regarding the Roundup Mesa Water District. The Commissioners will not be able to make the meeting due to attending the MACo Mid-Winter Conference in Helena.

Commissioners January 20, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz was present. Commissioner Goffena was not present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after removing to sign the Letter of Determination letter for a Categoric Environmental Exclusion for the Road Department Coal Board grant for 2 new belly dump trailers. And adding signing the MOU for Environmental & Historical Preservation (EHP) with Park County. Commissioner Turley Seconded the motion as amended. Motion carried.

Commissioner Pancratz made the motion to approve the January 13, 2023 meeting minutes as written. Commissioner Turley seconded the motion. Motion carried.

Board meetings: No Board meetings.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The new flood light at the Complex needs the sensor adjusted. The Commissioner would like an itemized invoice from Pioneer Plumbing on the hot water heater at the Complex. Window in the Treasurer’s Office was repaired.

Commissioner Goffena entered the meeting.

Mike Morgan and Duane Snook with Musselshell County Housing Authority met with the Commissioner regarding the Homes on the Range building. The building is settling and causing problems. There is already one unit that cannot be used because of the settling and water damage. They worry that if something isn’t done it may turn into a safety issue. The Commissioners called Cathy Barta at Snowy Mountain Development and they will be contacting the Commissioners next week to discuss finding what it available for funding.

County Agent Solf gave her weekly report to the Commissioners. The 2023 Fair Books are out. This past week and early this week she had 2 4H kids in Helena to attend the Citizenship Seminar. To learn about the Legislative process. They had breakfast with the Legislators and it went very well. There will be an Ag Tour in Lavina February 7, 2023. There will be a Roundup Community Partners meeting on January 26, 2023 to discuss the Bair-Collins area.

Sheriff Lesnik gave his weekly report to the Commissioners. The boiler is needing replace at the Sheriff’s office and they will be going out for bids. They plan on a new one by next winter. They are getting a new K9 truck. Sheriff Lesnik is working with R.I.D.E about the dates of the 4th of July parades. They are advertising for a new dispatcher.

County Attorney Larsen met with the Commissioners. All is going well. They have been working on the “hail” cases and are getting some of the funds back that were lost to residents. Mr. Larsen is interested in a Child Protective Team for kids in the community in need. The Interlocal Agreement with the City and the Justice of the Peace office was discussed and needs to be re-written.

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. There were 4 new addresses this week. Mr. Russell brought in example maps for the Commissioners to review. The DES quarterly Status report is completed and submitted.

Treasurer Hetrick gave the Commissioner the December 2022 Cash Reconciliation Report and the Quarterly Report ending December 31, 2022.

Department Head Meeting.

Ambulance Director Solberg gave his weekly report to the Commissioners. The monitors in the Commissioner’s office were discussed.

Charles Gettleman met with the Commissioners with questions regarding the letter sent to Roundup Mesa residents from the Central Montana Regional Water Authority. The Commissioner told Mr. Gettleman that he is going to have to ask the questions at the February 22, 2023 meeting with the Water Authority for the answers.

No Public Comment

Commissioner Pancratz made the motion to sign Resolution 2023-7, Certification Form to apply for a Coal Board Grant in the amount of $97,600.00 for 2 belly dump trucks, to be applied to the Road Department budget line item for grants. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign Certificate of Survey 2023-1 amending Tract 1 of Certificate of Survey 2010-10 in Section 7, Township 9 North, Range 28 East to form Tracts 1A & 1B submitted by Ricky Lee & Ladene Alexander-Elam. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Certificate of Survey 2023-2RB in the SW4 of Section 14, Township 7 North, Range 26 East. Han 75 and Han 76 will now be Tracts 1 and 2 of COS 2023-2 submitted by Dustin Texley. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Memorandum of Understanding between Park County and Musselshell County for (EHP) Environmental/Historic Preservation. Commissioner Pancratz seconded the motion. Motion carried.

Monty Sealey with the Central Montana Regional Water Authority met with the Commissioners with an update on the letter sent to Roundup Mesa residents regarding the February 22, 2023 meeting.

January 23, 2023 Road Department Meeting.

Commissioner Turley, Commissioner Goffena, Road and Bridge Supervisor Stockert and Secretary Newman were present. There will be public comment periods on Friday February3 and February 10, 2023 for an Environmental Exclusion for the 2 Belly Dump trailers the Road Department is going to the Coal Board for. The 4 and a half miles on East parrot Creek, ROW clean up and culvert installation on has been completed. They will be starting more right of way tree removal on Chandler, Fishel Creek and Hawk Creek. Grader 907 will be going to Billings for work that is covered by warranty.

Commissioners January 27, 2023 Minutes

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were present.

Commissioner Turley made the motion to approve the agenda after adding Meriel Beck from the Weed Department at 2:30. Commissioner Goffena seconded the motion as amended. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the January 20, 2-23 meeting as written. Commissioner Turley seconded the motion. Motion carried.

Board Meetings

Commissioner Goffena and Commissioner Turley attended the Central Montana Health District meeting January 26, 2023 at the Winnett Courthouse. They are still trying to figure out how much each County contributes. Onehealth is going to be buying the van. The retirement money needs figured out. There are a lot of unanswered questions. The next meeting is March 16, 2023

Commissioner Goffena attended the Council on Aging meeting Tuesday January 24, 2023. They were able to give the employees a raise and they are going to be appointing new members.

All Commissioners visited Signal Peak Mine on Tuesday January 24, 2023 for a tour.

All Commissioner attended the Bair Collins meeting with the Roundup Community Partners. (RCP) There were 40 to 50 people present with some great ideas for the Bair Collins area.

There was a call from Barta Appraisals to discuss the County/Belveal appraisal.

County Attorney Larsen met with the Commissioners for an update on some of the projects he is working on.

Des Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. Treasurer Hetrick was present to discuss a budget appropriation miscalculation for GIS. One person called about a Floodplain Permit and was directed to GreatWest. There were 2 structure fires this week and the State Fire Marshall was call to one of them. There was one new address this week. They are composing a master list of road signs and doing vehicle maintenance. Mr. Rook met with a company regarding our website and maintenance. We need to contact our web designer and have some maintenance done. They are going to be attending the Legislature meeting next week and Mr. Rook is still working on the Resource Book.

Virginia Carlson from the Food bank met with the Commissioner to discuss a raise in the next budget, When she started there she had approximately 35 – 40 cases and now she has well over 100 and is working more hours. The Commissioner said she is doing wonderful work and they will not forget it with the next budget.

Ambulance Director Solberg gave his weekly report to the Commissioners. They will try to put the Commissioner monitors up this weekend. It depends on how many calls they receive. The jail recreation yard was discussed and Mr. Solberg would like to see the plans.

Weed Coordinator Beck met with the Commissioner to get an ok on getting a new UTV for the Department. The Weed board ok’d it and she needs the Commissioners ok.. they all agreed.

Public comment:

Theresa Doumitt thanked the Commissioners for attending the Bair Collins meeting and gave an update on the Welcome Center bathrooms. After this cold weather ends, they are planning on pouring the Concrete for the bathroom.

Monty Sealey with the Central Montana Regional Water Authority met with the Commissioners with an update on the project. There were 66 letters sent out and he has received 44 registered letter confirmations back. There was one returned due to a wrong address and one person has opted out.
