Commissioners July 29, 2022 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Clerk and Recorder Tomassi were present.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Ms. Jett gave the Commissioners a bid from Pronto Builders for repair of the ceiling at the County Agents building. Ms. Jett discussed the sprinkler system near the monument and that in September the landscape should be completed. Tru-Green company will be at the courthouse today to spray the lawn. The front steps will be resealed today at the courthouse.

Jolene Pryor, MCCOA Chairperson, meet with Commissioners regarding a liability concern at the senior center.

Commissioner Pancratz joined today’s meeting.

Commissioner Turley made the motion to approve the agenda as is. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve the minutes from July 22, 2022 meeting as is. Commissioner Turley seconded the motion. Motion carried.

Duane Snook from Musselshell Housing Authority along Irvin Weigum and Mayor Jones discussed the settling issues that the Homes on the Range building is having. Each wing of the building has sunk at least a foot which is causing a lot of problems. The current building was built in 1975 and has approximately 3 years left prior to the possibility that the building will be condemned. Tamarack is managers of the building, but the county owns the land. The housing authority is looking to build a new single level ADA compliance building and needs a letter of recommendation from the Board of County Commissioners approving the construction of a new building on the property. All three Commissioners agreed.

Commissioners and Mayor Jones discussed if the City of Roundup has a need for using the left-over water distribution money that the county currently has. Mayor Jones will discuss possibilities with Public Works Director Lon Sibley and will get back with the Commissioners.

DES Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. There was nothing new to report regarding flood plain. There were 3 fires last week in Musselshell County. One of the fires were human caused, one was a hay bale and one is still to be determined. Mr. Rook discussed that they are finalizing the fire truck fill station that is located at the road department. The fill station will pump 250 gallons of water a minute into the fire trucks. Musselshell County will be going into stage 1 fire restrictions at midnight tonight after the Commissioners sign the resolution. Mr. Gomez discussed that the Wrangler Trail address issue has been resolved. Mr. Rook mentioned that the EMPG for fiscal year 22-23 has been fully approved. Mr. Rook has been busy scanning all documents onto the county server. Musselshell County currently has 8 active cases of Covid.

All three Commissioners along with Sheriff Lesnik, DES Coordinator Rook and Rural Addressing Assistant Gomez had a meeting with Kathy from Stahly Engineering at the fairgrounds to discuss the master plan for the fairground improvements.

Sheriff Lesnik gave his weekly report to the Commissioners. Sheriff Lesnik ordered breeching tools and shields for him and all the deputies. The breeching tools and shields cost about $15,000 and will be taken out of the Sheriff Departments Capital Improvement fund. Sheriff Lesnik discussed the status of the dogs and other animals that were seized by the Sheriff department 6 months ago because of animal cruelty and neglect. The care of these animals has cost the tax payers approximately $10,000 for feed and vet bills. Sheriff Lesnik expressed his concerns and frustrations about the case being over six months old now and that the Musselshell County Attorney needs to do something about the matter. Sheriff Lesnik will be writing a letter to the County Attorney regarding the issue.

CFO Kirk and Treasurer Hetrick met with Commissioners and discussed the 2022-2023 budget.

Ambulance Director Solberg met with the Commissioners and gave his weekly report. Mr. Solberg discussed dispatcher’s wages compared to other counties. The door was then closed for discussion of an HR issue.

Glenn French from Colonial Life met with the Commissioners and Clerk & Recorder Tomassi regarding supplemental coverage for employees. The Commissioners gave Mr. French permission to begin talking to employees about coverage.

Commissioner Goffena opened the 3:00 meeting. There were no public comments.

Commissioner Pancratz made the motion to approve and sign the funds transfer agreement for the Old Divide and South Fattig Creek Road Western Federal Lands Highway Division Agreement #69056719K500028, and the Final Acceptance Letter. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve and sign Resolution 2022-21 setting Stage 1 Fire Restrictions. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to table the FAA form 5100-110, Request for FAA approval of agreement for transfer of entitlements, 2022 Roundup to Three Forks. Commissioner Turley seconded the motion to table. Motion to table carried.

Commissioner Pancratz made the motion to approve FAA form 5100-110, request for FAA approval of agreement for transfer of entitlements, 2025 Three Forks to Roundup. Commissioner Turley seconded the motion. Motion Carried.
