Commissioner’s Meeting June 17, 2022 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Pancratz was present. Commissioner Turley was absent. Secretary Hagstrom was also absent. The minutes were taken by Clerk & Recorder Tomassi and the Commissioners.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding a 9:30 visit from a representative from Senators Daines office. Commissioner Goffena seconded the motion as amended. Motion carried.

Commissioner Goffena made the motion to approve the minutes from the June 10, 2022 meeting as written. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Goffena and Commissioner Turley attended the School Board meeting.

Commissioner Pancratz made a motion to hire the Lang’s to mow the FEMA lots for the County. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Pancratz met with CFO Kirk and DES Director Russell and DES Coordinator Rook to go over budgets and grants.

Commissioner Goffena met with Gary Barta from Barta Appraisals to visit a County owned property in Musselshell and the Belveal property in Roundup. Mr. Barta will get back to the Commissioners after he finishes the appraisal.

Commissioner Pancratz, Justice of the Peace Marking and Clerk of Court Halverson did the Primary Election Canvas.

Sheriff Lesnik gave his weekly report to the Commissioners. (Notes of the meeting supplied by Sheriff Lesnik) A possible resolution for charging for lift assistance after so many lifts having occurred in a period of time was discussed. Lift assistance is resulting in increased costs. The Deputies are not trained medical professionals. US Highway 12 West mile maker 165 to 159 is a problem. The number of accidents has increased drastically since the road was recapped. MDT needs to be notified. WWC gave a quote to design a recreation area and new back steps at the Sheriff’s Office. Dispatcher compensation was discussed. The agreement for law enforcement with the City of Roundup was discussed.

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. CAT Camp was reviewed. Burning is shut down for the weekend. There were 4 new addresses this week. Mr. Gomez is going over the stock of old signs and relabeling the ones that are wrong. 4 active COVID cases in Musselshell County.

County Agent Solf could not meet with the Commissioners but had submitted a quote for tree removal and thinning at the fairgrounds, campgrounds and ball park from Doug Reighard

Cody Samuelson from Key Insurance and Shannon Shanholtzer from MACo met with the Commissioners to go over the Liability and Property coverage for the County. The premium will go up 20% this year.

City Council members, Jim Vivirito, Rick Carlson and Gary Toombs met with the Commissioner to discuss the agreement for law enforcement in Roundup.

Bob Varney and Ken Naylor submitted a petition from some residents in the Roundup Mesa Subdivision to form a Water District.

There was no public comment.

Commissioner Pancratz made the motion to sign Certificate of Survey 2022-12FC in Section 29, Township 6 North, Range 24 East being Tracts 447-A1 & 447-A2 submitted by Rudy Borntreger. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the General Service Agreement (work order #6) for the Jail Stair Replacement and Recreation Area Project submitted by WWC Engineering. Commissioner Goffena seconded the motion. Motion carried.

There being no further business Commissioner Goffena made the motion to adjourn. Commissioner Pancratz seconded the motion. Motion carried.

June 10, 2022 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda after adding signing the ARPA Water & Sewer Infrastructure Grant Certification Form and the Commitment Letter to the Advisory Commission to the 3:00 business. Commissioner Pancratz seconded the motion as amended. Motion carried.

Commissioner Pancratz made the motion to approve the June 3, 2022 minutes as written. Commissioner Turley seconded the motion. Motion carried.

Road and Bridge Supervisor Stockert wanted the Commissioners to know that after research, he is going to remove the weight limit sign from Ambush Road.

Commissioner Turley and Commissioner Pancratz attended the Musselshell County Community Water & Sewer Board meeting Tuesday, June 7, 2022 to let them know that there is COVID money available for water projects or engineering work that might be needed.

Commissioner Goffena attended the June 6, 2022 LAC Mental Health meeting but the Busy Bee was closed. They need to find a new location for the meeting.

Commissioner Goffena also attended the City Council meeting June 7, 2022. 3rd Street parking was discussed.

All Commissioners attended the Roundup Mesa meeting on Wednesday June 8, 2022. The residents are moving forward with the Water District. The PER (preliminary engineering report) will take approximately 4 months to do. They should have water 2024 or 2025.

Commissioner Pancratz attended a Roundup Community Partners meeting. Thomas Herbert with the Earth Science Foundation was present also and had many good ideas for the County and could be a great resource.

John Albert met with the Commissioners regarding the power pole at Handel Park. Commissioner Turley called Northwest Energy and they are going to be inspecting the pole to see if it needs replaced. Mr. Albert is also a Musselshell County Community Water & Sewer Board member and told the Commissioners they are going to move forward with getting new flush valves.

Craig Erickson with GreatWest Engineering called in to discuss the Minimum Allocation Grant Submittal Portal application process with the Commissioners. Mr. Erickson is going to call in Monday June 13, 2022 at 3:30 to walk through the application with them.

Sheriff Lesnik gave his weekly report to the Commissioners. The inmate medical bill budget was discussed. Mr. Lesnik spoke with Adam Larson regarding starting the transition as County Attorney in August.

DES Director, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. CAT Camp (County Assist Team) on Rehder Road started today and will go through Sunday, June 12, 2022. Three addresses were assigned this week. Mr. Rook is going to be meeting with Film and Graphics team on Saturday for quotes for the school windows. There are 3 active COVID cases in Musselshell County.

Treasure Hetrick gave her weekly report to the Commissioners. There is a Fish Wildlife and Parks Grant 18-0139 where the funds will be going directly to DEQ but we will be sent a paper trail for records. Coal Gross Proceeds for this year are 4.8 and last year were 1.5.

Commissioner Pancratz made the motion to sign the Zoning Compliance form for Section 17, Township 11 North, Range 25 East submitted by Riverside Contracting, Inc. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign the Agreement for Professional Services between Musselshell County and Great West for the Mesa Roundup Subdivision Water System PER. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to Sign Certificate of Survey 2022-11RB for a portion of the NW4 and the SW4 of Section 2, Township 8 North, Range 26 East being Tract a submitted by High Ridge Land, LLC. Commissioner Turley seconded the motion. Motion carried.

Commissioner Goffena singed Journal Voucher 958 “add beginning balance “slush fund’ when account was opened by Judge Spaulding’.

Commissioner Goffena signed Journal Voucher 959. The postage for the tax deed notices was run on the postage meter under treasurer’s postage instead of the tax deed postage. We are moving the expenses out of the treasurer’s postage into tax deed postage. There were 10 certified mailings @ $7.33 each.

Commissioner Goffena signed Journal Voucher 960 cancelling outstanding warrants per MCA 7-6-2607, and moving the cash to the general fund. If a payee comes in for their money, it will be dispersed through the general fund.

Commissioner Goffena signed journal Voucher 961 after settling the protested taxes, there was a negative cash balance of $13.47. We are moving money from the general fund to cover the shortage.

Commissioner Goffena signed Journal Voucher 962 Transferring money from the Fire Protection to the Rural Fire Capacity Grant fund to cover total expenses. The request for reimbursement was not filled out correctly; therefore, leaving a cash shortage in the Rural Capacity Grant fund.

Commissioner Goffena signed Journal Voucher 963 moving expenses from fund 4030 (sheriff Cap Imp) to the CARES Act fund as these expenses qualify to be out of the CARES Act Money for traffic speed signs.
