Commissioners Minutes April 29, 2022

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda after adding Angie Tatman to be appointed to the Fair board. Commissioner Pancratz seconded the motion as amended.

The minutes from the April 22, 2022 meeting were not completed to be approved.

Commissioner Turley made the motion to approve the agenda for the day after adding appointing Angie Tatman to the Fair Board. Commissioner Pancratz seconded the motion as amended. Motion carried.

Commissioner Turley attended a Refuse Board meeting on Tuesday April 26, 2022. They will be looking into a resident that wants his refuse tax taken off.

All Commissioner attended the National Incident Management System training and passed.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. Bids for the electric being done in the cold storage garage were given to the Commissioners. Commissioner Turley made the motion to award the bid to Bob Tull Electric as the low bid. Flags will be ordered as soon as possible for the cemeteries and fairgrounds.

County Agent Solf gave her report to the Commissioners. They are getting ready for the Amish Horse Sale this weekend. The Amish are possibly going to donate some portable bleachers to the County. Ms. Solf is going to be having a grasshopper control and an agriculture pest series May 31, from 8:30 to noon for prairie dogs, blister beetles and alfalfa weevils. There are going to be porta potties at the campground The next Fair Board meeting will be May 17, 2022 at the Extension office at 5:30.

Sheriff Lesnik gave his weekly report to the Commissioners. They are getting new breathalyzer machines. The new record management program (Zerker) will be going live Tuesday May 3, 2022. May 3 there will be a R.I.D.E meeting to discuss security. There was a question regarding how to determine a “Service dog”? Sheriff Lesnik. The person should be asked is it because of a disability? And what is the animal trained to perform?

Rod Ostermyer with the Mental Health Center met with the Commissioners. May is Mental Health Awareness Month. They are providing 2 providers 2 days a week here in Roundup. The next LAC meeting will be June 6th, 2022 at the Busy Bee at noon.

Airport Manager Gebhardt met with the Commissioner regarding the ordinances for the airport and the residents for the Roundup Mesa Subdivision. We will have to wait until we have an attorney to look them over.

CFO Kirk and Treasurer Hetrick met with the Commissioner to go over the weekly reports and budgets.

There was no public comment for the Budget Amendments that are on the 3:00 business agenda for the day.

Public comment:

Monty Sealey, Bob Varney, Warren Hanson and Sherri and Gabriel Franscha met with the Commissioner to discuss the process for tapping into the Montana Regional Water Authority for the Roundup Mesa Subdivision area. They need to come together to agree that they want to join and then the residents will have to form a legal water district. Once they are all on board the Commissioner swill commit to use some ARPA funds for the PER (preliminary engineer report) for no more than $50,000.00.

Commissioner Pancratz made the motion to table Item # 10 to discuss getting a new mail machine for the Courthouse. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to appoint Margaret Lekse as Consumer Representative and Commissioner Mike Goffena as Commissioner Representative for the Area 2 Agency on Aging for 2022/2023. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to appoint Anna Vickers, Rebecca Olson and Angie Tatman to the Fair Board. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign Resolution 2022-15 for Budget Amendments. Commissioner Pancratz seconded the motion. Motion carried. Amendments as below.

Commissioner Pancratz made the motion to sign Certificate of Survey 2022-7FC in Section 18, T-6-N, R-24-E, Tract 475A submitted by David Somers. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign Certificate of Survey 2022-8FC in Sections 17 & 18, T-6-N, R-24 E of Tract 1-A-1 of COS 2022-3 submitted by Justin Somers. Commissioner Pancratz seconded the motion. Motion caried.

Commissioner Pancratz made the motion to Sign Certificate of Survey 2022-9 Section 28, T-9-E, R-31-E, Parcel A1 of COS 2019-11, submitted by Robbins. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve and sign the 2021 Draft Audit. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Agreement between Greg Eiselein and Musselshell County for insurance on the Teddy Blue Abbott Monument. Commissioner Turley seconded the motion. Motion carried.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion. Motion carried.

On Friday April 29, 2022 Commissioner Goffena sign Journal Vouchers:

#945 Melstone Elementary Void payroll Check # 21575 from last year.

#946 Melstone School District Void payroll Check #21791 (Stop payment)

#947 The refund revolving account is short; this account is strictly a revolving account so it should be at zero balance as of 2/28/2022.

#948 Claim #21395 was posted to fund 2800 and should have been posted to the general fund for the mental health annual participation. This is not an alcohol rehab claim. The correct fund and object code should have been 1000-440100-310.

#949 To correct PPE taken out of Hawk Creek instead of Dean Creek.

#950 The FAA grant fund 2172 has a negative cash balance, so we are moving the money from the airport fund 2170 to cover the shortage. Per the auditor the loan to cover the shortage in the grant should be processed through fund 2172, so we are moving that money as week.

#952 Clerk of Court uses her passport acct #410333 to pay for jury supplies and then gets reimbursed. Claim #22484 was mis0coded to District Court #410330 and should have been #410333.

#953 This adjusting entry is fixing one that the auditors had us do back in Feb. 2020. It did not balance with Melstone School books, and their auditor told them not to post it on their side. This brings our books completely in balance with Melstone’s books.

#955 Balance water commissioners’ funds to actual.

#956 We are transferring money from fund 2894 to cover deficit cash balances in funds 2855 and 4310. Per Fire Warden Justin Russell we need to move the money from 2340 to 2345 to close out the fund.

#957 Too many expenses for the Farrell Street bridge project were taken out of the grant fund 4368. We are moving those expenses to the bridge fund where they should have come out of from the beginning.
