August 9th & 13th Minutes

Road Department Meeting

August 9, 2021

Commissioner Goffena, Commissioner Turley, Road and Bridge Supervisor Stockert and Secretary Kenner were present.

The Commissioners signed Resolution 2021-30 to accept BARSSAA funds 2021 in the amount of $65,134.76. The new CFO Chris Kirk has been very helpful in trying to figure the funds out. Bull Mtn. #1 gravel site is ready for seeding as part of the final reclamation of it. The Crew meeting with the Commissioners at the Road Department on August 5th, 2021 was very good. The plan: Blading on N. Delphia, Canyon, W. Parrot, Golf Course, Big Wall, cattle guards being cleaned on Majerus, get ready for hot mix repairs today, acquire rental equipment, chemicals, Tues. begin repairs. Thing done: Bull Mtn. #1 gravel site prepared for seeding, final reclamation., cattle guard reset on Snowy Mtn, equipment moved/serviced.

Road and Bridge Supervisor Stockert, Laura Nowlin and Karin Boyd with the Watershed Coalition, Scott Graham with DEQ, Mike Ruggles with Fish Wildlife and Parks, Jennifer Davis and Susan Lenard with Montana Department of Transportation, Tony Thatcher, a GIS consultant with DTM Consultants, Sheriff Lesnik and Nicole Borner met with the Commissioners. Ms. Nowlin said the meeting for discussions on what the Musselshell Rivers is doing to roads. All departments have projects they would like to do and have some concerns, maybe they could all work together and find different ways to manage the river. MDT is working on reconstruction of projects on HWY 12W and 87. They said that many times they can only do so much because there are a lot of easement right-of-way problems and can’t get access to private property. Mr. Stockert said the old railroad right-of-way is deteriorating. Susan Lenard said we need to find the best treatment. Some of the places of concern were: #4 Road, 4-H Road, the fairgrounds, the maintenance trails, Asparagus Point and many places along Highway 12. Now they need to find funding. Commissioner Turley said he will work on writing certain Senators and Congress men to invite them to come and see what needs done.

August 13, 2021

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley, Commissioner Pancratz and Maintenance Supervisor Jett were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day after adding approval of an indigent burial submitted by Smith Funeral Home and add signing Certificate of Survey 2021-7 for Section 31, T-6-N, R-24-E submitted by Daniel R. Miller. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the August 6, 2021 minutes after a few changes for clarification. Commissioner Pancratz seconded the motion. Motion carried.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. A new mower was purchased. The server in the Court Compliance Office is beeping. Morrison and Maierle will be contacted.

Commissioner Turley attended a Hospital District meeting on August 10, 2021. It was mainly an overview of the Hospital meeting he attended last week, August 3, 2021.

Commissioner Turley and Commissioner Pancratz attended the RCP (Roundup Community Partners) meeting on Thursday August 12, 2021. The Main Street Program people were there and discussed possible grants for funding projects for economic growth and create jobs. Commissioner Pancratz thinks this is a very important committee and they are really working for the community.

Commissioner Goffena attended a meeting with the Central Montana Health District. Commissioner Goffena worked on new by-laws for the district and will be sendsending them to the members. The next meeting will be September 9, 2021.

Sheriff Lesnik gave his weekly report to the Commissioners. Monday August 9th fire was started by lightning. There are reports coming in of horses and cows that are in bad shape.

Fire Warden Russell and assistant Rook gave their weekly report to the Commissioners. We are still in Stage 2 Fire Restrictions. At last week’s Fire Council meeting, Mr. Rook was appointed as Safety Officer. They picked up the new DNRC Type 5 engine for MCVFD. The Co-op Engine Program furnished the truck to Musselshell County at no cost. There were 2 new addresses last week and 1 is pending.

County Agent Solf gave her weekly report to the Commissioners. We need to get plans for the latrines that were purchased from Libby Dam so we know how to move forward. There was an arborist that looked at the trees in the fairgrounds and camp ground. Some trees are going to need removed for safety. Budgets and raises were discussed.

There was no public comment.

Commissioner Turley made the motion to table signing the Memorandum of Agreement between Musselshell County and Golden Valley County for the County Attorney Salary. Commissioner Pancratz seconded the motion.

Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2021-31 to receive Grant RFC-22-330 the 2021 Rural Fire Capacity Grant from DNRC for the Fire Council. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign the Rural Fire Capacity Program Sub award Agreement RFC-22-330 and the USDA AD-1048 Form from DNRC for the Musselshell County Fire Council submitted by Fire Warden Russell. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to appoint Katharine “Trina” Harris to the Roundup Hospital District Board. Commissioner Turley seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Coal Board Grant MT-CB-PL-21-0888 request for payment for the Sheriff’s Impound Building in the amount of $35,398.01. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign Resolution 2021-7 in Section 24, Township 6 North, Range 24 East submitted by Daniel R. Miller.

Commissioner Goffena signed Journal Voucher #866 to move the FAA Revenues in FY 21 to correct the fund.

There were 2 interviews for DES.

There being no further business, Commissioner Pancratz made the motion to adjourn. Commissioner Turley seconded the motion.
