Commissioner November 16, 2020 Minutes

The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was also present.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day after adding Resolution 2020-34. Commissioner Borner seconded the motion. Motion carried.

Clerk & Recorder Tomassi met with the Commissioners to remind them that the 2020 General Election Canvas was today at 1:00. Treasurer Hetrick, Sheriff Lesnik and Justice of the Peace Marking will be doing the Canvas. Ms. Tomassi let the Commissioners know that she will be out of the State.

Commissioner Goffena made the motion to approve the November 9, 2020 minutes as is. Commissioner Borner seconded the motion. Motion carried.

The Commissioners did not have any board meetings this week, but Commissioner Borner did attend an RCP (Roundup Community Partners) meeting and they talked about “reimagining rural”

Tyler Lindbloom with Interstate Engineering, Jay Steinmaser with Knife River and via zoom Steve Aldinger, John Bach and Veronica Meyer with Interstate Engineering. Last week concrete was poured for sign bases and light can bases, wire was pulled for runway A. With the good weather this week they will pull wire PAPI line on West end, finishing tying in circuit loops, final odds and ends. The wind sock will hopefully be in place by end of day tomorrow. The seeder is scheduled for Tuesday also. Mr. Aldinger wanted to make sure any NODAM’s are up.

Road and Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. There is 1 application received for the job opening. The Department Heads will be contacted regarding any surplus equipment they may want to auction off. Exchanging holidays was discussed. Commissioner Borner suggested they go to MACo to see if it is possible but said that the County has always honored Federal Holidays and the Road Department is under the same umbrella as the County Offices. Today’s pre-application meeting for the West District Gravel Site was cancelled. They are blading Hay Basin, Big Wall and mowing the East District and starting to build up another mile of Johnson.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik is concerned about the mine after the election and what will happen to Musselshell County if it closes. They have been working on policies and the new camera system is in.

DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. They will be reaching out to the State regarding the FEMA reimbursement that has not been received yet. There were 3 new addresses last week and 4 more pending. They will be training on November 30th and December 2, 2020 for ArcGis mapping so they will not be at the November 2, 2020 Commissioner meeting.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf and the Wheatland County Agent will be doing a “Leadership along the Musselshell” planning starting in February 2021. DNRC will let Ms. Solf know when the funding for the tree grant has been funded. There will be a post fire workshop with Des and the Fire Warden today.

Treasurer Hetrick, Sheriff Lesnik and justice of the Peace Marking did the 2020 General Election Canvas.

There was no public comment.

Commissioner Goffena made the motion to review and sign Resolution 2020-33 increasing the FY2021 Expenditure Budget of the Musselshell County Refuse District for the purpose of paying for unanticipated expenditures due to Republic Services contract adjustment. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to review the Airport Loan Grant Application from the Department of Transportation for Airport. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to write a letter of support for Brownfields planning funds for conceptual redevelopment plan at Blair Collins Mine site. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve giving Christmas Bonuses to County employees.

Commissioner Goffena made the motion to review and sign Resolution 2020-34 to Encourage and Promote Safe Use of All-Terrain Vehicles, Especially by Children. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.

Commissioner Borner and Commissioner Goffena did the 1st batch of claims for November, this week, in the amount of $2,006,221.29.

John Husar and Johnny Husar with Musselshell Renewable Energy Complex

They visited with CC Borner and Goffena about the hybrid Wind Turbine/Solar project. Working with Utility companies and environmentalists. A two-year bird impact study is being conducted. Puget Sound has expressed interest in project as well. The energy would go to Roundup substation, from Roundup to Broadview substation and then to Colstrip station. They figure that public comment on the project for tax abatement and impact fee will begin sometime after the first of the year. They are expecting building of project to begin in 2023.

Commissioner November 23, 2020 Minutes

The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was also present.

Commissioner Goffena made the motion to approve the November 16, 2020 minutes. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena attended an HRDC meeting, Musselshell County used $39,000.00 in Energy Assistance.

Commissioner Borner had a Central Montana Health District conference call on Thursday November 19,2020. The new Director signed a contract to start after the first of the year. There was also a Mental Health meeting on Friday November 20, 2020.

Bob Pancratz entered the meeting to observe for the day.

Airport construction with Tyler Linbloom from Interstate Engineering and Jay Steinmaser from Knife River were present. Steve Aldinger, Veronica Meyer and John Bach from Interstate were present via zoom. Last week they finished all wire installed, nearly all lights installed, NW windsock & power, back filled all electrical trenching. This week they are going to troubleshoot unlit lights and the rest will be done in the spring.

Road Secretary Kenner gave her weekly report to the Commissioners. The new hire will start November 30, 2020. COVID 19 precautions for the Road Department were discussed. Mowing was done in the eastern district; another mile of Johnson Road was done and 6 culverts were installed. Blading was done on Big Wall, Colony, Hay Basin and Alkali Creek. This week they are going to be blading were possible. They are moving forward with the East gravel pit site.

Sheriff Lesnik gave his weekly report to the Commissioners. They have hired a new deputy.

Theresa Doumitt met with the Commissioners to get a signature for the Coal Board Grant.

DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. They are going to be putting together a reimbursement package for the PDM-16 grant. Mr. Russell is assisting the city with a fire ordinance. There were 4 new addresses last week. ArcGIS training will be moved back to January.

Treasurer Hetrick gave the Commissioners the Monthly Cash Reports for September and October 2020.

County Agent Solf gave her weekly report to the Commissioners. There will be a change of status form filled out for a Golden Valley wage distribution for her office.

Commissioner Goffena made the motion to review and sign Resolution 2020-35 transferring funds for Roundup Public Schools. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to review and approve the purchase of the Software Proposal for Docupro Server Migration submitted by Tyler Technology. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn.

Commissioner Borner and Commissioner Goffena did the second run of claims for the month of November on Thursday November 18, 2020 in the amount of $205,597.31

Commissioner Borner signed Journal Voucher 748 to Transferring money from Roundup Elementary Misc. Fund to High School General Fund and plus Elementary Food Service Fund.

Commissioner Borner signed Journal Voucher 747 Transferring money from Roundup Elementary Misc. Fund to High School General Fund and Elementary and Elementary food Service Fund.

Commissioner Borner signed Journal Voucher 745 because the amounts should have been posted to the Airport FAA Grant Fund instead of the Airport fund.

Commissioner Borner signed Journal Voucher 744 for Airport Grant that was taken from the wrong object code. It should have been taken out of 930 instead of 390.
