MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON DECEMBER 19, 2023 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Liggett, Erickson, Carlson, McCleary, Toombs, and Fisher present. Also, present were, Director Sibley and Assistant Clerk Mann. Attorney Brooks was present via zoom. Vivirito was absent.

MOVED BY LIGGETT SECONDED BY FISHER TO APPROVE THE MINUTES OF THE DECEMBER 5, 2023 MEETING. ALL IN FAVOR. MOTION CARRIED.

MOVED BY CARLSON SECONDED BY LIGGETT TO APPROVE THE AGENDA. ALL IN FAVOR. MOTION CARRIED.

No Public Comment.

Visitors: Jay Newell, representing for Mike Morgan. Asked for use of the ball field for carnival next July. Set up will be July 1st, tear down will be July 9th. They carry all liability insurance. Council ok with it. Lon asked if they would remind us as it gets closer so he can have the water turned off.


Mayor Jones:

• Growth Policy Community Coffee- will be January 22nd at 6pm. @ the Senior Center. Posters will be put out after the new year.

• Mayor gave Liggett a plaque, thanking him for serving on the council. Tonight is his last meeting. He will continue to serve on the Water Authority. New council member Nick Adams was present and introduced to the council.

• LAPC Meeting-County looking at another FEMA buyout, not sure where they are at with it.

• MDT-meeting tomorrow at 10am. Lon, County Commissioners, and the CEO of the hospital will attend. Toombs-Do you want some of us to attend the meeting? Mayor is fine with whomever wants to attend. Long-will try to attend. Wants a follow-up on signage for emergency pull out areas along 87.

• Meeting with Barry Usher-Sarah Hudson and Mayor met with Barry last week. Talked about legislation issues. How to protect TIF Districts. We have concerns with Statute 3-11-205, needs cleaned up. Judge isn’t sworn in yet, will call to see if he’s ready.

• Governmental review-on ballot in June. Vote to do a review or not. Notice will be put in paper monthly to educate community on why it’s on the ballot.

Attorney Brooks: Code Compliance-Boone property on East side of town, appeared in court., plead guilty. Fine waived; property had been mowed. Sent out good message with Bruce leading the charge. County Attorney did a really good job.

Will be happy to help with local government review, very familiar with the process.

Compliance Officer Hoiland: No permits.

Unfinished Business;

• CIP Capital Improvement Plan: Mayor Jones-Still unfinished.

• Codes & Ordinance discussion, variance request from Rebecca Gentle MTC Engineering: Brent followed up, nothing back.

Report out from Council Committee Meetings:

• Water Authority: Liggett- Met last week. 2a; continues. 2b; main line in ground. 2c; pipe has been received. Drilling wells 4 & 5, at the beginning of the year. Working on easements to Melstone. All is going well. Lon-Pipe is laid on Golf Course Road.

• On street parking; camper, RV discussion-Mayor-Did more editing, Rick called with changes to section H 2. Council good with changes. Mayor- cost of budgeting for enforcement of this ordinance. No-one will take RV, campers, etc. Cost is $300.00 to $3,500.00 to dispose of. Would take if gutted out. Where are they going to sit for 30 days? This does not reflect commercial vehicles and I don’t have an appetite for digging on people trying to make a living in a small town. Toombs-Is a U-Haul truck commercial? Mayor- Yes. City needs to have their own junk yard. Carlson- we are required to have a place to put abandoned vehicles. Bruce-Brian Adolph shut down the place we use to have. Carlson- I will reach out to other towing companies to see what they are doing. Toombs- maybe we can hire kids from the school to take them apart. Mayor- I was told that boy scouts do it, they keep the money from the scraps, use some to burn for training purposes. Toombs- Section 4, parking- The ordinance says vehicles cannot exceed 72 hours in any consecutive 7-day period. Maybe think about temp parking permit from city for anything exceeding. People come to visit on the 4th and stay longer. Erickson- why not extend longer? Council good with it. Brent and Mayor will discuss and work on word smithing. Erickson-Truck Route section C-what about people who run business’ in town? Like S&K Trucking, Tow companies, etc.? Mayor and Brent will look at it and do some word smithing.

• Possible Coal Board application for garbage truck/or other funding options: Lon-Ordered a new truck, short on money. Can barrow on capital improvement, we have $80,000.00 to spend. Repairs to old truck was $26,000.00, we need dumpsters, cost is another $26,000.00. May need a rate increase. Toombs- How soon are we thinking about raising rates? Fisher- County is also increasing refuse rates. Erickson-Problem is, wages aren’t going up. Mayor-Billings customers pay $25.00 or more. Last rate increase was in 2011. Greg says raise up $5.00 more. Carlson-then we are going to hit them with an increase on water? Lon- water won’t go up for at least a year. Council good with submitting a Coal board application for garbage truck project.

Clerk/Treasurer Lanter: Treasurer Report was sent in packet.

Before the meeting, Mayor Jones swore in Councilmembers, Erickson, Vivirito, and Adams.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Adams, Vivirito, Erickson, Carlson, Toombs, and Fisher present. Also, present were, Director Sibley and Assistant Clerk Mann. Attorney Brooks was present by phone. Long and McCleary were absent.

MOVED BY CARLSON SECONDED BY VIVIRITO TO APPROVE THE MINUTES OF THE DECEMBER 19, 2023 MEETING. ALL IN FAVOR. MOTION CARRIED.

MOVED BY VIVIRITO SECONDED BY TOOMBS TO APPROVE THE AGENDA, ADDING DISCUSSION ABOUT LETTER RECEIVED FROM VETERANS. ALL IN FAVOR. MOTION CARRIED.

Mayor Jones:

• Growth Policy Community Coffee- will be January 22nd at 6pm. @ the Senior Center. Flyers will be put out tomorrow

• Swear in Judge Marking tomorrow at 1:00pm.

• Bruce asked about new cameras at the Golf Course, maybe tie into our security cameras at the city office. Council does not want cameras tied into the city cameras. Haven’t had a report out from Golf Course in a while. Vivirito- Haven’t had a meeting in a while.

• MOU with MDT-Still in the hands of MDT. Plan is for us to remove snow from center. Will remain the same on Highway 12, Doreen not happy about it.

• Housing Grant Plan- Conference call Thursday at 11:00am. With Department of Commerce. It would Behoove us to have this plan. Has a fast turnaround. Council good with applying for Grant.

• Veterans letter-Met with Veterans. They would like a voice in what goes on at the Veterans Park. We need a MOU. Dolly is in support of working with the Veterans. Toombs- Why do we need a MOU? They can be invited when we discuss the park. Council agrees, we don’t need a MOU. Mayor has marching orders, will send a letter of response.

Director Sibley: Allen Slabaugh is asking the city for permission to run a line across our property at the golf course to hookup to new regional water on Golf Course Rd. Council ok with it, all expenses will be paid by Allen.

Attorney Brooks: Will continue to work on parking ordinance. Will need to make adjustments to draft, need to work with County Attorney Larsen and Sheriff Lesnik. Will contact Larsen tomorrow.

Unfinished Business;

• CIP Capital Improvement Plan: Mayor Jones-We have an MSEP application for grant. Sent email for status update.

Report out from Council Committee Meetings:

• On street parking ordinance discussion/camper towing costs: Mayor Jones- Sheriff will enforce state statute for vehicles, not campers, trailers, RV’s etc. I would rather see them in yard than on street. Carlson- read a little of Miles City ordinance Sec. 22-219, it’s simple. Mayor will look into it.
