Roundup City Council Meeting Minutes

 

December 27, 2023



MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON SEPTEMBER 5, 2023, at 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND ZOOM MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Liggett, Vivirito, Erickson, Carlson, Toombs and Fisher present. Also, present was Director Sibley and Assistant Clerk Mann. Attorney Brooks was present via video. McCleary was absent.

Moved by Carlson, seconded by Erickson to approve the minutes of the August 15, 2023 meeting. All in favor. Motion carried.

Moved by Toombs, seconded by Vivirito to approve the agenda, adding, amending the PUD (Planned Unit Development) Application, Refuse Board, Infrastructure Committee, and Water Authority. All in favor. Motion carried.

Public Comment: Bill Milton, 827 Griffin Rd. Asked when he should comment on the old school project, now or wait until after discussion? Mayor Jones- After discussion.


Law Enforcement: Undersheriff Bednar- emailed numbers. Deputy Manning stepped down, went to Mineral County. Dog went to Broadwater County. Manning had verbal agreement, Shawn checking into it.

Mayor Jones: Met with County along with Toombs to review court agreement and basically negotiate compensation amount. We are required to have a city court. Compensation is part of an interlocal agreement. Harlowton has court services. Brent will help get info from Harlowton. Brent- sent an email to clerk of Harlowton, requesting info on interlocal agreement. Mayor Jones- Should have more info next meeting. Toombs- My thoughts; I took the judges salary $32,000.00, he works part-time for city, which is $16,000.00, works 20 hrs. a week which is $8,000.00. Give him cost of living, same as what we gave our employees. That would be $600.00 for the year.

Attorney Brooks: Attended zoom call with Mayor and Jeremy Fadness concerning the PUD (Planned Unit Development).

Unfinished Business;

• TIF Board Members-Waiting for Snowy Mountain Development to get back to me about lowering threshold we have to meet. Been looking at documents for TIF board, needs tweaking. Want to move from grant to loan with no interest.

• On-street parking-Will get back to this,

• Growth Policy-Survey going out to community.

• CIP (Capital Improvement Plan)- Greg Lukasik working on this.

Council Discussion/Future Agenda Items:

• Refuse District: Fisher-Republic failed to send a renewed agreement. He called, said he was sick and couldn’t bring it up, so we have no contract. Employee at transfer site took new job with the State Highway Department.

• Water Authority: Liggett-We will meet next week. Waiting on Injection Inhibitor system to be approved. Lon- Sam messaged Tanya, water will be on Thursday at Harlow.

• Infrastructure Committee: Vivirito-Highland Mobile Park looking for consideration for adjustment on sewer for $1,369.27 because of leaks. New owner, nice man, treats the girls good. Has meters in every trailer to be pro-active on finding leaks faster. Council good with giving adjustment on sewer for $1,369.27. Mayor will respond to owner with letter.

• PUD Application and Amendments: Mayor Jones- Sent sixteen letters to property owners surrounding the old central school. Received four different responses, including letters from Fire Chef Salthe, DES Director Russell and State Inspector Jones. Mayor went over amendments from Jeremy Fadness. Hafer must have all required permits for us to move forward. There is no city or county property to discuss currently. Look at the building itself. Remove shade structure. Require one off-street parking per dwelling unit, also include ADA section. Table, park area until he comes back with new plan. The burden is on the developer, not us. Fisher-Plain and simple after hearing what Jeremy said. Take items out and follow Jeremy Fadness’ guidelines. Toombs-Received two or three calls with concerns with 21 apartments. They will be small with shared bathroom. Who’s going to rent them. Agree with Floyd. Carlson-Jeremy is pointing us in the right direction. Long-I agree with recommendations from Jeremy. Liggett-It’s cut and dry. Still need to discuss off street parking. Table playground and city taking lots. Get input from Hafer prior to meeting. Vivirito- Kind of a concern for us. Everyone I talked to is for the project. I get what Jeremy Fadness is saying. Erickson- I agree with Dave concerning the parking. Maybe 15 of the 21 spots for street parking. Mayor Jones- We will move forward at next meeting.

MOVED BY CARLSON, SECONDED BY LIGGETT TO AMEND HOMES ON THE RANGE LEASE AGREEMENT. ALL INFAVOR. MOTION CARRIED.

No Public Comment.

MOVED BY TOOMBS, SECONDED BY LONG TO APPROVE THE CITY PAYING THE SURVEY COST UP TO $3,500.00 FOR ALBERT CARLSON. ALL IN FAVOR. MOTION CARRIED.

MOVED BY TOOMBS, SECONDED BY LIGGETT TO APPROVE CLAIMS FOR THE PRECEDING MONTH AND DRAW WARRANTS ON THE TREASURY FOR THE SAME. ALL IN FAVOR. MOTION CARRIED.

Public Comment: Theresa Doumitt-Handed Mayor Jones paperwork asking for signatures, for grant money to send to the state to reimburse the city.

Public Comment:

• Theresa Doumitt 52 Adolph Rd.-Council needs to be aware Randy was not allowed to attend tonight. He is being sabotaged by not being privy to recommendations and not part of the conversation. This will force Randy to not donate parking to seniors. You need to share this info with our partner.

• Bill Milton 127 Griffin Rd- I concur with Theresa. Aware of this project having challenges. Need to help find options. This is a great project; housing is an issue. You need to work with this person.

• Sharon Mcleod 909 5th St W-is on the Right Choice Committee. City should be a partner, not throw road blocks. When school was operational, parking was not an issue.

• Troy Evans 245 Main St-I have issues with several things. 1) Surprised to see twenty-one apartments. I have an issue with a slum lord using a historic building. It will be a flop house with small apartments. 2) Poor contracts. First bathroom now a verbal contract with K9. Someone paid training for that dog.

• Undersheriff Bednar-I will not discuss HR issues in a public forum.

• Margaret Doumitt 416 2nd St W-I encourage the council to support the partner who works really hard on beautiful structures and apartments. Our job is to encourage these developers work in the community. The seniors deserve the parking spots, it’s needed.

• Toombs- We are all in favor of development. The concern is if we get the city and county into a bind on our decisions, and it comes back in a lawsuit. We want to do things in a safe, orderly and professional manner.

• Carlson- Who un-invited Hafer? Mayor- When council is discussing, that’s what it is. We are not voting. Anyone can attend a meeting. It was highly recommended he attend next meeting. I will continue to keep him in the loop. It was never said he was not allowed to attend. I am not on anyone’s side.
