MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON APRIL 18, 2023 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND GOTO MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Vivirito, Erickson, Toombs, Liggett and Fisher present. Present Compliance Officer Hoiland, and Director Sibley. Attorney Brooks was present via video. Assistant Clerk Mann, Carlson and McCleary were absent.

Moved by Liggett seconded by Long to approve the minutes of the April 4, 2023 meeting. All in favor. Motion carried.

Moved by Erickson, seconded by Fisher to approve the agenda, adding Ryans Windmill sewer adjustments, Codes & Ordinance discussion, and Parks discussion. All in favor. Motion carried.

Visitors via Zoom Clint Browning and Thad McGrail- Showed the council a presentation on the Verkada camera system. The city is applying for a Signal Peak Grant application for 26k for cameras to cover city property. The cameras have a 10-year warranty and you can try them out before you purchase them.

May 1st at 5:00pm is the Signal Peak meeting and Vivirito volunteered to present the camera application.

Mayor Jones:

• Keeping an eye on the zoning bills in legislation.

• Will attend the SMD meeting in Lewistown

• LAPC going well.

• MDT & County met on Monday with a new supervisor. They agreed to push snow to the middle on Main Street and East. The city and county crew will help clear snow from the middle.

The speed limit requests were sent to Helena for review. They discussed passing lanes and would like to meet quarterly.

• The next council meetings will be May 9th and 16th, as the Mayor and Clerk Lanter will be at institute.

Attorney Brooks: Working with Bruce on compliance letters. Keeping an eye on legislative changes.

Report of Site permits: Hoiland- 2 new fence permits. 1 addition, and 1 new home going up. Working on a few buildings that need immediate attention for the decay ordinance. These properties are a major public safety concern. He will be working with Brent on these properties.

Report out from Council Committee Meetings:

• Codes & Ordinance Committee: Discussed the proposed items and decided not to change the animal ordinance. The Committee would like to donate $500 to Monclaries trap and release program for cats.

• Water Authority: Waiting for parts. Phase 2A coming to Roundup bid award went to C&C Construction.

• Parks Discussion: Fisher informed the council of some bullying that was happening at the new playground. It is becoming an issue. He would like the law enforcement to make more of a presence there, maybe do a walk through and talk with the kids. May help with the issues. There is also a lot of littering, Sibley noted the crew will bring a dumpster there.

There will be a surprise retirement party for Kim Fisher at the Community Center tomorrow from 3-6pm.

• Ryans Windmill Park: The park had a leak going for the last 4 months. The owner requested an adjustment to the sewer as none of the water goes down the sewer. The council agreed to give and adjustment of $194.34 to the sewer portion.

Clerk/Treasurer Lanter: Handed out treasurer’s report. Submitted a grant application for cameras for the city pool and park for 26K.

Director Sibley -Wharton Asphalt will be here next week to do the clean up work of phase 6. Patching will start depending on weather.

Toombs commented where people will park if they have apartments above the restaurant the Wickhorst owns.

Mayor commented that will all be covered in the study.

Bruce commented if anyone has heard from Randy Hafer as work is being done at the old central school.

Vivirito commented that Arbor Day is April 28th at 10:00am at the Stage. He has not been able to get info from Mihalovich on the lights at the park.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Liggett, Vivirito, Erickson, Carlson, McCleary, Toombs, and Fisher present. Also, present were Director Sibley and Assistant Clerk Mann. Compliance Officer Hoiland was present via video. Attorney Brooks was absent.

Moved by Erickson, seconded by Liggett to approve the minutes of the April 18, 2023 meeting. All in favor. Motion carried.

Moved by Vivirito, seconded by Liggett to approve the agenda adding, Tree Board, Golf Course, 911, Refuse Board, and letter to editor. All in favor. Motion carried.

Law Enforcement: Emailed reports to council.

Mayor Jones:

• Signal Peak- Received $22,000.00 for cameras at the park. Golf course received $25,000.00 for mower and air conditioning.

• Legislative update-TIF (Tax Increment Financing) all intact, nothing changed. We can move forward with recruiting board members. Place ad in paper to call for applicants.

• Homes on the Range Update-Plan for new facility is moving forward. Will go for grant this fall.

• Growth Policy- Received CDBG (Community Development Block Grant) in the amount of $22,500.00, for the Growth Policy.

• Senate Bill 536-Possible the Governor will sign SB 536. 10 million to cities and towns for streets and alleys.

• Attorney Brooks is absent, he is working with Bruce on properties to bring in compliance.

• Will be gone on vacation May 22nd thru June 12th. Toombs will run June 6th meeting.

Compliance Officer Hoiland: Rockin’ and rollin’ with permits. Old A&W sold today. Something going on with Pioneer Café and Bloomin’ Shack lots, not sure exactly what they are doing.

Correspondence: Lanter-Stage permit application for Freshman Class Student Council. Dance from 9:00pm to 12:00am. May 13, 2023.

Unfinished Business;

• Interlocal Agreement Court Services: Mayor Jones-Still tabled.

Report out from Council Committee Meetings:

Parks Committee: Toombs-Rotary wants city to take over the Rotary Park Lease Agreement. Fisher-It has a sprinkler system that hasn’t been used in years. Vote at next meeting. Fisher-Baseball and Soccer applied for grant with Signal Peak for storage sheds. Committee thinking storage unit at the new bathroom location would be best. Mayor-They can come back to Signal Peak for funds in October. Signal Peak will pay for sign in recognition of them to be placed on City property.

• Tree Board: Vivirito-Met Arbor Day. Plan is to plant 4 or 5 trees. Still want the amount the city gives them so they can go after grants. Has about $10,000.00 in reserve.

• Lights at Park: Vivirito-Quote of $4,000.00 more. Everything is ordered but the light that goes on top of the pole. Should get here in a reasonable amount of time.

• Golf Course: Vivirito-Doing good. Replacing door on shed. Received grant money for air conditioning and to pay off mower.

• Refuse Board: Fisher-Met last Tuesday. Working on new budget this year. Hired hand quit. Hired new guy Rick, doing a good job. Working over-time. Well went down, issues with skid steer. Council recessed for 1-minute. Toombs-Looks really good out there.

• 911 Board: Fisher- No longer required to meet by state law. Good turnout, 10-12 people. A lot of things we talked about. Will meet quarterly. Vivirito-Out-dated equipment to replace will be expensive.

• Letter to Editor: Fisher-It was brought to my attention about letter in the paper. Did a drive by for a visual, just want to make sure it’s legal. Should city respond? Bruce- House is a corner lot, was permitted. Meets criteria. Entry way to home is on street side. Mayor-Not sure of what kind of response we should make. He should have come before the council, not contact the City Attorney. Carlson- Maybe put a note in the paper stating, they are always welcome to attend City Council meetings, we would like to hear from you. Brent will be there anyway. Vivirito- nothing should be put in the paper.

Long-Received a complaint about sign on Main St. Lon-That’s a highway sign, we can contact Ron to let him know.

Director Sibley: Just a typical spring, started patching. Will start on pool soon.

Greg from Great West will be at next meeting.
