Commissioners Minutes

March 11, 2022

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda for the day as is. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the minutes from the March 4, 2022 meeting as written. Commissioner Pancratz seconded the motion. Motion carried.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. They will be contacting a Mechanical Engineer to look at the heat in the Courtroom. For now, they will check all of the steam traps.

Sheriff Lesnik gave his weekly report to the Commissioners. The Interlocal Agreement with the City of Roundup for law enforcement was discussed again. They are going to try to set up a meeting with the Mayor and Council to move forward. Inflation is going to be an issue when it comes to the budgets this year. Mr. Lesnik discussed the new Zerker system and all of the departments that utilize it possibly sharing in the cost.

DES Director Russell and Coordinator Rook gave their weekly report to the Commissioners. The Homeland Security Grants were submitted Friday March 4, 2022. They should know if we received the grants by April, 2022. Burning is opens at this time. There was 1 new address assigned last week. Mr. Russell has added a “Nuclear Response” to the EOC. (Emergency Operations Center) There are 2 active COVID 19 Cases in Musselshell County. Homeland Security grants were submitted Friday.

Mayor Jones, Nicole Borner, Theresa Doumitt met with the Commissioners also present were Sarah Hudson, Carly Wheatly, Cathy Barta, Kaitlyn Gilmor and Josie Eads with Snowy Mountain Development Corporation from Lewistown to talk to the Commissioners about what they offer to the County. They are a business development center where they provide technical expertise, tools and resources to start or expand businesses, a center for strategic development and provide assistance for local government entities and nonprofit organizations to help them build stronger more resilient rural communities, leadership, education and training center for entrepreneurs and small business ownership.

Bryan Adolph and John Pfister with the Hospital met with the Commissioners regarding a CDBG Loan that is still on the Hospital Financial Statements.

Public Comment;

Norma Trent, Theresa Doumitt and Monty Sealy were present.

Ms. Trent was there on behalf of South East Montana Arts & Culture Board and they are wanting to do a “Magic on the Musselshell Renaissance Festival” at the fairgrounds on September 10, 2022. The Commissioner are in full support of utilizing the fairgrounds but it all has to go to the County Agent Jennifer Solf.

Ms. Doumitt met with the Commissioner on an update for the funding for the bathrooms at the Welcome Center. The Minimum Allocation Grant funds can not be used for the bathrooms because it must be “water improvement” The Commissioner will check on the other grants received but will commit to funding the bathrooms.

Mr. Sealey met with the Commissioners to update them on the Water Authority Project. Ryegate voted not to join the project. Melstone will meet on March 22, 2022 to decide.

Commissioner Turley made the motion to table item #9 to review and sign the Motion Picture Master Use License for Original Music submitted by Mike Morgan until they got some more information. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the MACo Renewal Rate Form for new Employee Medical plans and rates. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to discuss updating the Agreement with the South-Central Montana Mental Health Center and sign the Service Agreement. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Coal Board Request for funds Draw Down #2 for MT-CB-CG-19-0865 in the amount of $372,453.00 for the Farrel Street Bridge Project. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign the Encroachment Permit for a communication line and born crossing for Ellis Road, Sections 9, 10, 11, 12, Township 7 North, Range 23 East submitted by Mid-Rivers Telephone Cooperative. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion sign Encroachment Permit for a communication line and bore crossing on Anderson Road in Sections 9, 4, 33, Township 7 & 8 North, Range 23 East submitted by Mid-Rivers Telephone Cooperative. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign Certificate of Survey 2022-3 Tract 475 in Section 18 and Tract 1-A of COS 1998-10-RB of Section 17, Township 6 North, Range 24 East Submitted by Essex Surveying for the Somers Family. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign Resolution 2022-10 placing a 20-Mill Levy for the Hospital District for the next 4 years (this is a continuation of the previous levy.) Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to Renewal Professional Services Agreement between Musselshell County and South-Central Montana Mental Health Center. Commissioner Pancratz seconded the motion. Motion carried.

Stu Sanner met with the Commissioners to discuss event coverage at the fairgrounds. The Commissioners will get our insurance agreement from MACo to Mr. Sanner.

The Commissioner met with Pronto Construction, Clerk of Court Halverson and Judge Spaulding regarding work being done in the courtroom.

There being no further business the motion was made to adjourn. Motion carried.
