Rose was one of eight children born to George and Amelia Cheledinas in Klein, Montana. Despite receiving multiple scholarships, after high school graduation she left Klein to work for the Pentagon's Army Air Force Headquarters. Rose eventually worked as a legal secretary for Brock Adams in Seattle and in his Senate office on Capitol Hill. She retired after last working for Seattle Mayor Charles Royer.
