Commissioner September 13, 2024 Minutes

On Thursday September 12, 2024 The Commissioners had a “SPECIAL MEETING” to approve the 2024/2025 Budget. The meeting was done on this day because there was a miscommunication on when exactly the date of the signing was required. The meeting was noticed in the Roundup Record and Tribune. There was no public comment.

Commissioner Pancratz made the motion to approve Resolution 2024-27 adopting the Budget for the Musselshell County Fiscal Year 2024/2025. Commissioner Turley seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve Resolution 2024-29 for Musselshell County fixing the tax levy and Fees Pursuant to the FY 2024/2025 Final Budget, Pursuant to MCA 7-6-4034 and 7-6-4036 for County Wide and Road Milled Funds. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to close the special meeting for the day. Commissioner Pancratz seconded the motion carried.

The meeting was called to order at 8:30 by Commissioner Turley. Commissioner Pancratz and Commissioner Goffena were also present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding the Agreement with Riverstone Health for Woman, Infants and Children. (WIC) Commissioner Goffena seconded the motion as Amended. Motion carried.

Commissioner Goffena made the motion to approve the minutes after clarification of an issue. Commissioner Pancratz Seconded the motion as amended. Motion carried.

Public Comment on the County’s Purchase of the Wier Building.

Theresa Doumitt(via) GoToMeeting, John Rae and Frank Kelly were present. Deputy Count Attorney Krakowka was also present. Commissioner Pancratz wanted to note that the Commissioners have been working on this project for a while and have had many contractors and engineers look at the building for structural repair and to have it abated to get ready for developers. It is very important to stop damage done by the weather to the building so they will need to put a temporary roof on. The cost would be $600,000.00 to demolish the building or try to preserve its cultural history. The Commissioner all agree that demolishing the building is not good for the county or the city. MACo has been advised and assured the County they are doing everything required by law.

Mr. Kelly wanted it known he is in full support of the purchase of the Wier Building.

Commissioner Pancratz moves that they move forward with the appraised purchase price at the business portion of the agenda. Commissioner Turley agreed. They will be meeting with John Rae on September 25, 2024 to discuss the purchase.

Mr. Kelly is the Commander of Post 18 of the American Legion, and they are trying to get the Legion up and running again. They are establishing the Be the One Program. There are 2500 veterans in Musselshell County, and they are looking for a building or land to build on to have their meetings. The Commissioners suggested reaching out to Snowy Mountain Development to get some possible grant information.

Commissioner Pancratz made the motion to sign Resolution 2024-28 for Budget /Levy for School Mills, County Wide Transportation, High School Retirement, and Elementary School Retirement, and Statewide School Equalization. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Formal Proposal for the Delphia Bridge Repair Project submitted to the Road Department from the TCA Group. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to purchase of the Wier Building. Commissioner Goffena seconded the motion. Motion carried.

DES Director Russel and Coordinator Rook gave their weekly report to the Commissioners. There were 2 fires this week. 1 was from a transformer and the other was a lighting strike. Mr. Russell sent the Commissioners the strike maps. They will probably have staffing stations for another week. They are making sure all addresses are correct and the same as Mid-Rivers has. The State DES office wants to continue with the Culvert Program. FEMA will do 75% and DES will fund 25%.

Commissioner Pancratz and Commissioner Goffena attended the LEPC meeting on Tuesday September10, 2024. Workers Compensation was discussed. The East repeater should be done by October. (this is the Melstone site) The hospital has all new locks on the doors and there is Law Enforcement accessibility. There is now a Social Worker at the hospital 3 days a week.

Commissioner Turley spoke with Amber Martinsen with Catalyst for Change. The new Community Health Worker, Kelli Berg has been in training.

Commissioner Pancratz attended a Snowy Mountain Development meeting vis Zoom to discuss House Bill 819 where they are wanting to contribute 50 million dollars for housing.

All Commissioner spoke virtually with Senator Tester regarding the Crow Revenue Act. All Commissioners thought it was a very good meeting and want everyone to know they are in favor of it passing.

Commissioner Turley attended the Refuse Board meeting Tuesday, September 10, 2024. They are having an issue with businesses and their cardboard.

Commissioner Goffena attended the Central Montana Health Board meeting on Thursday September 12, 2024. There is a need to schedule a meeting with OneHealth. Hopefully there are going to be more Federal Grants available for funding. They are looking for a “contract” Sanitarian. The next meeting will be November 14, 2024 in Golden valley. There were 15 cases of covid in Musselshell County.

There being no further business Commissioner Pancratz made the motion to adjourn. Commissioner Goffena seconded the motion. Motion carried.
