January 4, 2023



MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON NOVEMBER 15, 2022 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS AND GOTO MEETING.

The meeting was called to order by Mayor Jones. Clerk/ Treasurer Lanter conducted roll call with council members, Long, Liggett, Erickson, Carlson, McCleary, Toombs, and Fisher present. Also, present were Director Sibley, Assistant Clerk Mann and Compliance Officer Hoiland. Attorney Brooks was present by video. Vivirito was absent.

MOVED BY ERICKSON SECONDED BY CARLSON TO APPROVE THE MINUTES OF THE NOVEMBER 1, 2022 MEETING. ALL IN FAVOR. MOTION CARRIED.

MOVED BY FISHER SECONDED BY LIGGETT TO APPROVE THE AGENDA, ADDING TREE BOARD AND LIBRARY BOARD. ALL IN FAVOR. MOTION CARRIED.

Public comment: Edith Sloan 212 2nd St W. Is thankful for the water pressure after new pipes were installed. Thankful to the council for the support of Pickleball. Asking for help in getting walkers for elderly that participate in pickleball. Toombs suggested she look at Northern Treasures. She gave the council a copy of her published book.


Visitor: Mike Morgan- Showed a rough draft drawing of proposed 6ft circle (Insignia Stamp) that will sit in the middle of the stage like the Grand Ole Opry. Theresa Doumitt of RCP (Roundup Community Partners) Quarterly Report –Accepted bid for Kiosk Project from MT Frontier Sandstone. Was over budget, MT Sandstone is donating a portion of work. Decided to go with concrete blocks for siding like rest areas along I90, less maintenance. Will have to raise money for landscaping. Morgan will proceed with impact grant, RCP donated $500.00 for match.

New Business: Clerk Treasurer Lanter read the 1st reading repealing Fumes Ordinance. 2nd Reading on Fumes Ordinance at next meeting.

MOVED BY TOOMBS, SECONDED BY LIGGETT TO APPROVE ORDINANCE #480. AN ORDINANCE OF THE CITY OF ROUNDUP, MONTANA, PROVIDING THAT THE ROUNDUP CITY CODE BE AMENDED BY REPEALING SECTION 18-3 IN ITS ENTIRETY. ALL IN FAVOR. MOTION CARRIED.

Mayor Jones:

• Stockman Bar-Completed, ready to move forward with process. No stipulations on selling it. Lots of options, sealed bids, counter bid, or auction. We can have them include plans on what they want to do with the lot. Will have as an action item at next meeting.

• MDT Stakeholders Meeting: Bring issues forward, like snow removal on Main St. Will meet December 6th at 6:00pm, before the regular Council meeting. Carlson, Fisher, Long and Vivirito will attend.

• Juneteenth: Helena implemented it right away. Last year we observed it. Would like to discuss it and clean-up personnel Policy. Will send to Salary and Benefits Committee. Liggett, Erickson, and Fisher are on that committee. Would also like to evaluate Deer Management Plan.

Attorney Brooks:

Have not heard back from KLE Construction owner who was going to contact Mr. Sutherland at the billing’s office. Will make another call to the owner, will report to council at next meeting.

It’s wise to put a provision on Stockman Bar sale.

Will send answer on trees for Tree Board.

Will send Bruce and Mayor copy of letter on blowing debris.

Compliance Officer Bruce Hoiland: 1 Permit.

Unfinished Business:

• Fireworks Ordinance: Tabled, will continue talk at first meeting in January.

Roundup City Council Meeting Minutes

Report out from Council Committee Meetings:

• Water Authority: Dave Liggett- Weather delayed construction. RD (Rural Development) Changed its environmental review requirements for Phase 2. If it has to be re-done, it will delay construction. Could use SRF (State Revolving Fund) instead of RD funds. Should know something this week.

• Library Board: Toombs-Met today. Training Thursday to renew credits librarians need. Can do workshops online. Will install door buzzer next summer. Financially in good shape.

• Tree Board: Toombs- Met with Bev and Linda last Thursday. Age of volunteers and board members is becoming a problem when it comes to keeping up with trees and the garden. Maybe we need to combine it with the mowing summer job. Tree Board will put out feelers to the community for volunteers. Mayor Jones- Maybe hire a part-time employee for restrooms, garden, and trees.

• Mayor Jones- Cheri Tate gave permission to tell you they purchased the Christmas lights for Main Street. November 25th at 4:00pm will be a lighting celebration at the Court House, she asked me to attend.

Clerk Treasurer Lanter: Mailed Treasures Report.

Director Sibley: We have a little extra ARPA money left over, possibly replace a few more blocks of water main.

Council Action Items: Clerk Treasurer Lanter-It will be $3,500.00 extra for Insignia Stamp.

MOVED BY TOOMBS, SECONDED BY CARLSON TO ACCEPT BIDS FOR STAGE ADA PROJECT. ALL IN FAVOR. MOTION CARRIED.

Public Comment-Bruce Hoiland- Maybe use extra funds for more sidewalk that’s missing by the new elementary school.

MOVED BY TOOMBS, SECONDED BY ERICKSON TO APPROVE RESOLUTION #1169. A RESOLUTION OF THE CITY OF ROUNDUP, MONTANA ESTABLISHING BUDGETARY AUTHORITY IN THE GENERAL FUND FOR THE RECEIPT AND EXPENDITURE OF MONIES RECEIVED FROM THE MONTANA COAL BOARD GRANT.

No Public Comment.

MOVED BY TOOMBS, SECONDED BY FISHER TO APPROVE RESOLUTION #1170. A RESOLUTION THAT AUTHORIZES THE ROUNDUP COMMUNITY PARTNERS TO APPLY FOR AN IMPACT GRANT FROM THE MONTNA MAIN STREET PROGRAM ON BEHALF OF THE CITY OF ROUNDUP FOR A WAYFINDING SIGN PROJECT.

MOVED BY CARLSON SECONDED BY MCCLEARY TO ADJOURN THE MEETING. MOTION CARRIED.
