May 20, 2022 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present. Commissioner Pancratz and Secretary Hagstrom were absent from the meeting. Minutes were taken by Clerk and Recorder Tomassi.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the May 13, 2022 minutes as written. Commissioner Goffena seconded the motion. Motion carried.

Commissioners Goffena, Turley and Pancratz attended the Fair Board meeting the other night and gave updates regarding status of the fair board members and some future events.

Commissioner Pancratz joined today’s meeting.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. They have been busy working down at the Commons building shampooing one of the carpets. Discussion followed regarding the possibility of replacing the carpet with laminate flooring and replacing one of the toilets in the near future. Supervisor Jett will be out on leave for the next few weeks.

Sheriff Lesnik gave his weekly report to the Commissioners. There was a foot pursuit which started when his deputies tried to serve a warrant to an individual. The pursuit ended well and the individual was arrested without any further incidents. The Sheriff Department passed their Cygnet audit. Sheriff Lesnik received word that Joni Oja withdrew her candidacy from the County Attorney race which is listed on the Republican Primary ballot.

DES Director Russell, Coordinator Rook and Rural Addressing Assistant Gomez gave their weekly report to the Commissioners. There have been no updates regarding FEMA. One person called in with questions regarding the Old Divide Wetland flood plain area, and they were referred to Vanessa. Mr. Russell reported that they received the first payment for the RFC grant and the CFPC grant has been submitted for review. There have been 4 new addresses assigned this week. DES has been awarded a $116,000 EMPG grant. Mr. Russell and the Commissioners discussed budgets for the upcoming fiscal year. There will be a special meeting with Signal Peak on Monday the 23rd regarding the County receiving money for the purchase of a utility terrain vehicle. Mr. Russell discussed the quote that he received and the benefits of switching cell phones over to AT&T. The Command trailer quote was discussed along with the benefits that the County will have when using the command trailer for different emergencies or events. Mr. Gomez discussed how he has been installing new road signs and post which will hopefully deter thieves from stealing them. Mr. Rook discussed the grant writing class that he attended in Billings.

Clerk of Court Barb Halverson and CFO Kirk met with Commissioners and discuss next fiscal year’s Clerk of Courts budget.

CFO Kirk met with Commissioners and discussed the status of next fiscal year’s budget.

Commissioner Goffena opened the 2:30 public comment regarding the Commissioners appropriating $50,000 of the COVID money to DES for a Command Vehicle for emergency incidents. There were no comments.

Commissioner Goffena opened the 3:00 business meeting. Theresa Doumitt was present via the computer through the “Go to Meeting”. Ms. Doumitt updated the Commissioner on the Welcome Center Kiosk project. Montana Main Street Program increased their donation from $15,000 to $55,000. There was a private donor that increased their donation from $10,000 to $20,000. The Main Street project is now close to having enough money to complete the entire project.

Commissioner Pancratz made the motion to approve and sign the Encroachment Permit application for the approach in Section 25, T 8N, R 26E on West Parrot Creek Road submitted by Dustin Lynch. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to approve and sign Ordinance No. 2022-1 Rural Addressing. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to appoint Kim Erickson to the Fair Board. Commissioner Turley seconded the motion. Motion carried.

There being no further business Commissioner Turley made the motion to adjourn. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Goffena and Commissioner Turley did the second run on claims for the month of May 2022.

Claims for the second run in the month of May , 2022 = $40,036.69
