December 8, 2021



MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON September 21, 2021 AT 7:00 P.M. CITY COUNCIL CHAMBERS AND GOTO MEETING.

The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Long, Vivirito. Erickson, Carlson, Griffith, Toombs, and Fisher present. Also, present were Assistant Clerk Mann and Director Sibley. Attorney Brooks was present by video. Liggett was absent.

Moved by Erickson seconded by Vivirito to approve the minutes of the September 7, 2021 meeting. All in favor. Motion carried.

Moved by Fisher, seconded by Griffith to approve the agenda. All in favor. Motion carried.

PUBLIC COMMENT- None

New Business: Public Hearing and 1st Reading of the Zoning Ordinance changes. Closed regular meeting @ 7:01pm and opened Public Hearing. Clerk/Treasurer Lanter read the changes to the ordinance. No Public Comment. Moved by Toombs, seconded by Long to approve changes made to the Zoning Ordinance. All in favor. Motion carried. Closed Public Hearing @ 7:06pm and resumed regular meeting.

Mayor Jones: Playground is installed and kids are enjoying it. Should think about getting a plaque thanking Signal Peak maybe benches for parents. Signal Peak will be meeting October 4th, will take the board to view the new playground.

Toombs questioned the wording on a draft policy for contract irrigation water through Deadman’s Basin. (Land Leased by the City of Roundup). Attorney Brooks will work with the mayor on wordsmithing and final resolution.

MLCT Conference will be virtual October 5th-8th. Can put on big screen if anyone wants to join.

Attorney Brooks: Working with Vanessa Hoene, a letter was sent to a business owner in the floodplain.

Will reach out tomorrow to Mayor Jones and Bruce on a code compliance issue regarding fire damaged properties.

Compliance Officer Hoiland: 7 permits, 1 new house in the works on west side of 2nd St. Recommend putting in curb, gutter and sidewalk.

Mayor and I met with owners of burned properties. Insurance dropped the ball and will not participate in filling the hole and a certain person we all know cost George $10,000.00 by shutting him down from doing his job. Owners said the hole will be filled by end of October. Signed statements from owners will be forwarded to Brent.

Council Discussion/Future Agenda Items: Report out from Council Committee Meetings:

• Parks Committee: Griffith-Met with Bud Committee, visited about funds they received from the city because they said they needed it to take care of the trees. Mayor Jones- They also want help from the city with trimming around the stop signs. They want to be present when it’s done. They need the data for grants. Sibley- Garbage guys do it when they have down time. I will have them keep track of when and where.

• Audit and Finance Committee Discussion: Erickson- AMKO advisors reached out again. Looking to refinance loans for the city. Doesn’t cost to get concrete numbers.

• Water Authority: Sibley- Close to calling for bids on Phase 1. Looking at routes for Phase 2.

• Pool/Park Discussion: Mayor Jones- Lets isolate need. Council agrees that an adult as the Pool Manager is the need. Toombs- I know three adults willing to work together as pool manager. Mayor Jones-Maybe create a position for all year round. Director Sibley- That would be tough during the winter months, not enough work. Griffith- what about paying $10,000.00 lump sum for the season, 8-to-10-hour days, 7 days a week. The three can split it.

Long- Have a Manager and Assistant Manager. Will discuss at next meeting. Erickson-It will be tough to find someone to work for those hours. Toombs- Can the City afford without County’s help? Clerk/Treasurer Lanter will look up past salary.

Fisher- Will the city be able to maintain the FEMA properties? Should not be an issue per Director Sibley.

Clerk Treasurer Lanter: Treasurers Report was mailed to the Council.

Director Sibley: Spoke with Greg of Great West, will call for bids October 7th and possibly open bids in November.

Would be nice to have lights for new playground. Griffith- Lights for the tennis courts would be nice too. Sibley- I will look into it.

May need to hire someone to re-route sprinklers.

Long- Anything on the restroom project? Sibley- Haven’t heard anything other than it was surveyed.

City guys will haul dirt to place around new playground.

Council Action Items:

MOVED BY LONG, SECONDED BY VIVIRITO TO APPROVE A RESOLUTION OF INTENTION TO CANCEL THE NOVEMBER 2, 2021 GENERAL ELECTION OF CERTAIN MUNICIPAL OFFERCERS. ALL IN FAVOR. MOTION CARRIES.

Public Comment: NONE

MOVED BY TOOMBS, SECONDED BY FISHER TO APPROVE THE GOLF COURSE APPLICATION TO SIGNAL PEAK FOR FUNDING TO PAY OFF LOAN AND BUY A NEW MOWER. ALL IN FAVOR. MOTION CARRIED.

Public Comment: NONE

Moved by Toombs, seconded by Carlson to approve Claims for the preceding month and draw warrants on the treasury for the same. All in favor. Motion carried.

Toombs asked Attorney Brooks how fine money can be used. Can it go to Law Enforcement? We have no access to see where the money goes. It’s public record, should be readily available, per Attorney Brooks. Council will discuss Interlocal agreements with Courts and Law Enforcement at next meeting.

Moved by Griffith seconded by Toombs to adjourn the meeting. Motion carried.

The meeting adjourned at 7:50 p.m.
