MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP

HELD ON July 6, 2021 AT 7:00 P.M.

CITY COUNCIL CHAMBERS AND GOTO MEETING.

The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Erickson, Vivirito, Liggett, Long, Carlson, Griffith, Toombs, and Fisher present. Also, present were Assistant Clerk Mann, Director Sibley and Attorney Brooks by phone.

Moved by Toombs, seconded by Griffith to approve the minutes of the June 15, 2021 meeting, changing Bride to Bridge. All-in favor, Motion carried.

Moved by Toombs, seconded by Long to approve the minutes of the emergency meeting of July 1, 2021. All-in-favor, motion carried.

Moved by Liggett, seconded by Toombs to approve the agenda. All in favor, Motion carried.

NO PUBLIC COMMENT.

Mayor Jones:

• Rex Moss, purchasing Bull Mountain Trading, is asking for a variance for mixed zone to live upstairs. Planning to make it a high-end fishing and hunting store. Will keep everyone updated.

• Tree Board would like an increase of $5,000.00 in budget.

• Municipal Summit will be August 25th, 9:00am-4:00pm held in Billings. I encourage councilmembers to go. Will forward info to council.

Attorney Brooks:

• Handout with statutes was given to council regarding who can/should call for emergency/special meetings. Council should consider adding three or four sentences to city ordinance for structure of meetings. Eliminates confusion. Mayor Jones wants to avoid wrong governing practices. Fisher asked if they did something wrong? Mayor Jones said she did not call for the meeting and wants to make sure this doesn’t happen again.

• Curb, Gutter, Sidewalks, Streets, Storm drains, Sewers, SID (Special Improvement District) Discussion- Do homework before creating an SID and get an engineer involved.

• Zoning Ordinance-Evaluating it, will report to mayor soon.

• Resolution for new rest area extending ownership-draft will be sent to Tanya and mayor this week.

Correspondence: Tanya Lanter reported- A Special events permit was issued.

A letter from the County on the filing deadline for the General Election was received.

A letter of complaint written to the council about receiving a letter from Compliance Officer Hoiland. Long would like a copy emailed to her.

A letter was read to the council from Gene and Delores Desjarlais, representing the Tree Board.

Council Discussion/Future Agenda Items: Report out from Council Committee Meetings-

Codes & Ordinance discussion: Report by Toombs.

• Liquor Store-We would need to request from MDT (Montana Department of Transportation), a parking sign placed on South edge of their property, 30 minutes parking only, from 8:00am to 8:00pm. Griffith- why 8:00pm? They aren’t open that late. Liggett- The time needs to be modified. Sibley- Who is paying and installing the signs? Mayor Jones will ask the liquor store owner the hours of business and ask MDT if they are buying and placing the sign.

• Variance for fence-6ft as opposed to 4ft. Council agrees to approve variance. Owners Robert and Jolene Pryor asked the process of getting a property owner to clean up mess in yard. Mayor Jones said Bruce is aware of it.

• Tabled Ordinance-Not sure how it’s going to get paid, by property owner or developer. Recommend SID. Vivirito-Who pays for the SID? Should be passed to the developer.

Remove as tabled item at next meeting.

Director Sibley: Everything is perfect.

Councilmember Fisher inquired about the 1200 block of 1st St W. intersection. Glen just got back to work, will get on that soon, per Sibley.

Moved by Toombs, seconded by Griffith to approve Claims for the preceding month and draw warrants on the treasury for the same. All in favor. Motion carried.

Fisher to Mayor- Is there info on the floodplain as to what she has been doing as far as permits? Mayor Jones- I can ask her to give a monthly report. Fisher- I have a complaint on a house being re-shingled in the floodplain. He will provide Mayor Jones with the address.

Moved by Erickson seconded by Griffith to adjourn the meeting. Motion carried.

The meeting adjourned at 7:51 p.m.
