Easy Sweet-and-Sour Meatballs

1 large green pepper, cut into 1-inch pieces

3 tablespoons cornstarch

1/3 cup cold water

3 tablespoons cider vinegar

1 tablespoon soy sauce

1/2 cup packed brown sugar
