April 28, 2021



MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROUNDUP HELD ON MARCH 2, 2021 AT 7:00 P.M. CITY COUNCIL CHAMBERS AND GOTO MEETING.

The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members Long, Liggett, Vivirito, Erickson, Toombs, and Fisher present. Also, present were Assistant Clerk Mann and Director Sibley. Attorney Lundvall was present by video. Absent were Griffith and Carlson.

Moved by Toombs seconded by Liggett to approve the minutes of the February 16, 2021 meeting. All-in favor. Motion carried.

Moved by Fisher, seconded by Long to approve the agenda. All in favor. Motion carried.

NO PUBLIC COMMENT.

Mayor Jones and Director Sibley met with Taggert Castleton of Game Time, he will be at the next meeting to discuss plans on the playground equipment.

Attorney Lundvall: Curfew, Fire/Burn and Zoning Ordinance should be ready to go April 20th and May 4th meetings.

Council Discussion/Future Agenda Items:

• One RFP for Engineering Services was received from Great West Engineering-Clerk Treasurer Lanter has copies in her office for those that would like one.

• Parks Committee Discussion Kiosk-Report given by Toombs. Met with Theresa Doumitt of RCP (Roundup Community Partners). Looking to purchase corner lot at blinking light. Working on plans, should be low maintenance for the City. Looking for a tentative approval. City Council has agreed to accept.

Councilmember Liggett let Director Sibley know that a light at the Stage area is hanging, Sibley will have his guys check it out.

MOVED BY TOOMBS, SECONDED BY ERICKSON TO ACCEPT RFP FROM GREAT WEST ENGINEERING FOR ENGINEERING SERVICES. ALL IN FAVOR. MOTION CARRIED.

MOVED BY TOOMBS, SECONDED BY LONG TO APPROVE RESOLUTION # 1141 A RESOLUTION OF THE CITY OF ROUNDUP, MONTANA ESTABLISHING BUDGETARY AUTHORITY IN THE GENERAL FUND FOR THE RECEIPT AND EXPENDITURE OF MONIES RECEIVED FROM THE STATE OF MONTANA DEPARTMENT OF NATURAL RESOURCES CONSERVATION FUND 2020-2021 URBAN AND COMMUNITY FORESTRY ASH HAZARD TREE REMOVAL AND REPLANTING PROJECT.

NO PUBLIC COMMENT.

Moved by Toombs, seconded by Liggett to approve Claims for the preceding month and draw warrants on the treasury for the same. All in favor. Motion carried.

Infrastructure Committee meeting will be March 16th @ 6:30pm to discuss Michael Blends sewer charges.

Jon Goffena would like to be on the next agenda as a visitor representing Little League Baseball per Erickson. NO PUBLIC COMMENT

The meeting was called to order by Mayor Jones. Clerk/Treasurer Lanter conducted roll call with council members, Long, Liggett, Vivirito, Erickson, Carlson, Griffith, Toombs and Fisher present. Also, present were Assistant Clerk Mann, Director Sibley and Compliance Officer Hoiland. Attorney Lundvall was absent.

Moved by Liggett seconded by Carlson to approve the minutes of the March 2, 2021. All in favor. Motion carried.

Moved by Fisher, seconded by Carlson to approve the agenda, adding Water Authority and 911 Committee. All in favor. Motion carried.

No Public Comment.

Visitors:

1) Taggert Castleton of Great Western Recreation and Game time. Presented by video. Talked about the company’s history and partnership with other cities in Montana. Discussed the pros and cons and life span of loose rubber, wood chips and artificial turf. All equipment is ADA Compliant. Council looked at a printout of the proposed new playground.

2) Jon Goffena spokesman for the Little League is asking permission to use the field again this year and for a donation and porta potties. Mayor Jones asked if the league can provide a letter of support for the bathroom project.

New Business: Clerk Treasurer read the 1st reading of the Fire Ordinance.

MOVED BY TOOMBS, SECONDED BY FISHER TO APPROVE THE FIRST READING OF ORDINANCE #473: (AFTER CORRECTING SPELLING ERRORS). AN ORDINANCE ADOPTING A UNIFORM FIRE CODE PRESCRIBING REGULATIONS GOVERNING CONDITIONS HAZARDOUS TO LIFE AND PROPERTY FROM FIRE OR EXPLOSION, AND ESTABLISHING A BUREAU OF FIRE PREVENTION AND PROVIDING OFFICERS THEREFOR, AND DEFINING THEIR POWER AND DUTIES. REPEALING ORDINANCE, NO 390. ALL IN FAVOR. MOTION CARRIED.

Mayor Jones- Will be in Helena tomorrow for the Montana prayer breakfast, while there I will go to the capital to check on HB14. Met with the county commissioners Friday along with Toombs and Fisher to discuss covid money. County is withholding our portion of the law enforcement reimbursement. Talked to Attorney Lundvall, he is going to talk to the County Attorney, and Kelly Lynch from the Montana Leagues.

Morgan Belveal owns Big Sky Motel, wants to be involved in the community. Wants to help create a theme and brand the city as part of the City of Roundup’s Masterplan at no cost to the city. Erickson volunteered to be on the committee to oversee the process.

Time to accept applications for pool manager and lifeguards. Jacob Viviano’s mother said he will possibly apply again as pool manager.

Signal Peak will not advertise for applications. They requested the city apply for the restrooms and playground projects. Liggett asked about funding for the Veterans Park. The Parks Committee will discuss what projects to ask Signal Peak for.

Taking vacation March 26th through April 2nd.

Challenges with the location for the proposed kiosk as it is in the TIF (Tax Increment Financing) District. Having city property in the TIF district would take away from the tax base.

George is cleaning up the burned buildings.

Compliance Officer Bruce Hoiland: Issued one building permits.

Report out from Council Committee Meetings:

• Infrastructure Committee: Met before Council meeting. Liggett- discussed bill adjustment for Michael Blend at the trailer park. In 2018 he had meter problems and for about 10 months, his bill was low and it was never adjusted. Leaks are his responsibility just like meters are the city’s responsibility to fix if not working right. We should not make an adjustment. Council agrees.

• Water Authority: Liggett- Should have an answer on RD (Rural Development) for Phase 1 in April. Phase 2 is pending.

• 911 Committee: Fisher- Met for the first time since 2018. Company for 911 paging system is no longer around. It would cost around $300,000.00 for new system. Sheriff’s office records keeping system (Sleuth) has been out of production for 10 years. Very critical and should have priority. Dispatch moving to the old ambulance barn. Sheriff wants to put a recreational room for prisoners in the same building. The Radio Fund is $10,000.00 in the red. Three letters were sent to the Sheriff’s office for cleanup of the property where the Sheriff would like to add a recreational room for prisoners per Hoiland. Vivirito mowed the property.

Parks Committee will meet at 6:15pm and Law Enforcement Committee will meet at 6:30pm before the regular Council meeting April 6th.

The Mayor would like the Law Enforcement Committee to review the interlocal agreement for law enforcement, specifically the compensation section. A letter must be mailed by April 30th to review the agreement.

Clerk/Treasurer Lanter- Mailed Treasurer’s Report.

Councilmember Toombs would like to see some of the Covid funds the City receives go to bonuses for the city employees who worked through the shutdown/pandemic. Mayor Jones wants it to go to the Salaries and Benefits Committee to discuss.

Director Sibley-Surveying started for Phase 6 of the water project, nothing more to report.
