Commissioners March 15, 2021 Road Department Meeting minutes

Road Department Meeting

Commissioner Goffena and Commissioner Turley were present.

Bridge Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners.

There was work done on the following roads:

Hawk Creek, Fishel Creek, Dean Creek, CA Road, Fattig Creek North and South, Homestead, Adams, Mosby and N. Delphia. A culvert was replaced on Jensen. DOT inspections are completed on haul trucks. East pit access road being worked on. The new truck arrived on March 17, 2021. Supervisor Stockert is meeting with the State today to look at the trees on Goffena Road and E. Parrot Creek drainage area. He will also be meeting with Steve Terrel and 3 residents off of Spruce road for the West District site. There will be a Wildland Fire Refresher course sometime in April, 2021. The Commissioners mentioned that they may need to have the hole filled from the demolition of the Farmers Union building.

Commissioners March 12, 2021 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding to approve and sign an encroachment permit in Section 4, T-06-N, R- 27-E on Fattig Creek Road. Commissioner Turley seconded the motion as amended. Motion carried.

Commissioner Turley made the motion to approve the agenda after a word correction. Commissioner Pancratz seconded the motion as amended. Motion carried.

Commissioner Turley made the motion to approve the minutes from the March 8, 2021 Road Department meeting. Commissioner Goffena seconded the motion. Motion carried.

The Commissioners did not have any board meetings.

Maintenance Supervisor Jett gave her weekly report to the Commissioners. The RO system at the Commons was plugged and someone from Culligans is going to be here on Monday March 15 to look at it.

Ruth Mayo met with the Commissioners regarding a property on Farrell Street. Ms. Mayo asked if the Commissioners had given Central Montana Health District pictures that were taken of garbage in the creek. Commissioner Goffena told her he Central Montana Health District did file citations and the matter was turned over to the County Attorney.

Sheriff Lesnik, Mayor Jones, Floyd Fisher and Gary Toombs met with the Commissioners to discuss the City’s COVID-19 reimbursement. The money is for salary reimbursement. The Commissioners are going to talk to MACo about what they can do with the money. The City wants to purchase 3 solar speed limit signs.

Sheriff Lesnik met with the Commissioners to discuss his budget.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf is waiting on quotes for digging vaulted latrines at the campground. There are 2 quotes for the roof on the 4H building. County Agent annual performance review will be March 16, 2021.

Raymond Raths and Sue Olson met with the Commissioners to discuss the proposed Riverside fishing access. Mr. Raths had old documents showing the Fergus right of way. Mr. Raths said he doesn’t have a problem with the fishing access but he would like the road to go further down towards the river. Mr. Raths would like to lease some of the County owned lots. The Commissioners are going to have a meeting with all parties involved to discuss the project.

DES Coordinator Harper gave his weekly report to the Commissioners. They are still waiting on permits for the Farrell Street Bridge project and reimbursement for the FEMA PDM. There will be a Hazard Mitigation planning meeting on March 15, 2021. There were 2 new addresses last week. There is a Red Cross blood drive May 4th, 2021, at the Ambulance Barn.

Robie Culver and Dave Gates with Stahly Engineering called in to discuss possible preservation grants to replace the sidewalks and curbs at the Commons. Ms. Culver talked to the Commissioners regarding a TSEP preliminary report for the Bridge Road Bridge. The Commissioners are going to talk to Road Supervisor Stockert about the project.

Public Comment.

There was no public comment.

Commissioner Pancratz made the motion to approve (pending Road and Bridge Supervisor Stockerts approval) the Encroachment Permit for an approach in Section 4, Township 6 North, Range 27 East on Fattig Creek Road submitted by Dale Wallace. Commissioner Turley seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.

The Commissioners did not meet with the Road Department this week.

Commissioners March 19, 2021 Minutes

The meeting was called to order at 8:45 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the minutes from the March 12, 2021 meeting. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Goffena and Commissioner Turley attended the DES Multi Hazzard Mitigation meeting on March 15, 2021 and the 911 meeting on March 16, 2021.

Commissioner Goffena signed the Zoning Compliance form on March 15, 2021 for Section 4, T-8-N, R-27-E submitted by Kilby Butte Hutterian Brethren Inc.

Tory Kolkhorst with Senator Daines office met with the Commissioners on Thursday March 18, 2021 to ask if there was anything they wanted the Senator to work on. The Commissioners told her that the coal mine is a priority. Also, with the DEQ regulations being so strict, it is hard to get gravel to fix our roads. Commissioner Turley suggested Mr. Daines getting other Senators to visit to see how we live. Rural communities are different from big cities.

The Commissioners did not have a meeting with the Road Department on March 15, 2021.

Maintenance Supervisor Jett gave her weekly report to the Commissioner. They installed “lit” exit signs in the Courthouse. There needs to be a box around the fire extinguisher in the Courtroom. The Commissioners told her that they are going to be demolishing the Old Farmers Union building on March 29, 2021 and if there are any locks on the doors they need to be removed.

Justice of the Peace Marking met with the Commissioners regarding travel claims. The Commissioners agree that the policy needs updated. Budget was discussed. Mr. Marking updated the Commissioners on the Military Honor events taking place over the 4th of July weekend. Mr. Marking questioned why the airport road hasn’t been fixed. Commissioner Pancratz said that the roads were worked on by priority.

Pam Walling from MACo called in to ask if the Commissioners had any questions regarding the employee medical renewal form that is on the 3:00 business for signature? All Commissioners said they did not have any questions and would be signing at 3:00.

County Attorney Peterson met with the Commissioners.

Treasurer Hetrick gave a weekly report to the Commissioners. The Pine Ridge Golf Course CDBG Loan was paid in full. The audit was discussed.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf has gotten 3 bids for the 4H building roof.2 of the bids were the same. The Commissioners told Ms. Solf to see who can do the work the soonest. Ms. Solf is going to look into grant funding for portable bleachers at

the fairgrounds. Maintenance man Will Donahue will be starting work in April.

Fire Warden Russell met with the Commissioners to update them on mapping training.

Judge Spaulding, Under Sheriff Bednar, County Attorney Peterson and Treasure Hetrick met with the Commissioners regarding updating the security system for the County.

There was no public comment.

The Commissioners approved Certificate of Survey 2021-3RB for a Boundary Relocation in Township-7-N, Range-26-East and Township-7-North, Range-27-East in multiple Sections submitted by Scott Bloomenrader for Signal Peak Energy.

Commissioner Pancratz made the motion to review and sign the July 1, 2021 – June 30, 2022 MACo Medical rate renewal for Musselshell County. Commissioner Turley seconded the motion. Motion carried.

There being no further business Commissioner Turley made the motion to adjourn. Motion carried.

Commissioner Goffena and Commissioner Turley did claims on March 18, 2021.

Claims for the seconded run of March = $166,271.44
