Commissioner February 19, 2021 Minutes

The meeting was called to order at 8:45 by Commissioner Goffena. Commissioner Turley and Commissioner Pancratz were present.

Pledge of Allegiance.

Commissioner Pancratz made the motion to approve the agenda after adding Certificate of Survey 2021-2RB in Section 30, Township 10 North, Range 31 East. Commissioner Turley seconded the motion as amended. Motion carried.

Commissioner Pancratz made the motion to approve the minutes from the February 5, 2021 meeting after changing the Commissioner voted to use the Roundup Herald as a Paper of Record, to, the Commissioners considered using the Herald as Paper of Record. Commissioner Turley seconded the motion as amended. Motion carried.

Commissioner Turley made the motion to approve the minutes from the February 16 road Department meeting after adding that the Commissioners thanked Mr. Stockert for doing the roads Sunday and that they did a good job. Commissioner Goffena seconded the motion. Motion carried.


Road and Bridge Supervisor Stockert met with the Commissioners to let them know that he looked at the 2012 Freightliner and thinks it is a really good truck and they should get it. They are going to advertise the Volvo and open bids at the March 8th, 2021 meeting to try to get the best price. Mr. Stockert is also going to start working on tree & branch removal for the Goffena Bridge project.

Commissioner Pancratz attended a Mental Health Board Meeting via Zoom in another office from 9:30 until approximately 11:30.

Commissioner Goffena attended a Fire Council Meeting on Thursday February 18, 2021. Bobcat Fire reimbursement were discussed.

DES Coordinator Harper gave his weekly report to the Commissioners. Mr. Harper reminded the Commissioners that the State DES office is going to be here for any assistance that may be needed for the FEMA buyout reports, on February 24, 25, 2021. Burning is still open. County Agent Solf entered the meeting. There was an update of the Fair Board meeting on February 16, 2021. They would like to build a brim all the way to the old bridge for the baseball field. All volunteers are ready but the Commissioners said they will have to fill out a hold harmless form for the County or check with Key insurance for coverage. Mr. Harper is assisting Ms. Solf in the flood plain planning for the fairgrounds and ball field. They would like to do some electrical upgrades for future events or any disasters or emergencies. Ms. Solf got some feedback from the board on the priorities of things that need done. Vaulted latrines, 4H Barn roofing and 2 sets of portable bleachers were the top 3. Ms. Solf said the calving class she did went over really well and she will be doing another one.

County Attorney Peterson and Judge Spaulding visited with the Commissioners regarding cameras in the Courthouse.

Pam Walling and Joanne Romasco from MACO met with the Commissioners to go over the health benefits that are offered for County employees and the annual renewal. There is no rate increase this year. Ms. Walling will schedule another time to meet with all employees for open enrollment.

Aaron Belveal met with the Commissioners to discuss property that is owned by the County and another property that is owned by the County. They are all interested in exchanging the property. There is a well on the property owned by Mr. Belveal and he would like the pump out of it if there is an exchange. Mr. Belveal works for the Montana Department of Transportation and talked to the Commissioners about changing the speed limit on a part of Musselshell Road. The Commissioners are fine with changing the limit. Mr. Belveal will take the issue to MDOT.

Commissioner Turley made the motion to sign the “Loan Resolution 2021-1” for the Roundup Non-federal/2022-loan and Grant letter from the Montana Department of Transportation Aeronautics Division. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve the Assured Partners Airport Renewal Policy #PR 00275901-TBD. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign Resolution 2021-10 Adopting the Musselshell County Financial Policy and Procedures 2021. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to sign the Application for Federal Assistance SF-424 for the Airport. Commissioner Turley seconded the motion. Motion carried.

Commissioner Turley made the motion to sign Certificate of Survey 2021-2RB in Section 30, Township 10 North, Range 31 East submitted by Arrow Creek. Commissioner Pancratz seconded the motion. Motion carried.

There being no further business the motion was made to adjourn.

The Commissioners did claims on February 4th and February 18th, 2021.

February 4, 2021 claims = $95,468.55

February 18, 2021 claims = $123,210.64

Commissioner Goffena signed Journal Voucher 810 moving the principal paid to the County on the Pine Ridge Golf Course loan and reduce the receivable. Per Auditor visit.

Commissioner Goffena signed Journal Voucher 811moving burn permit money from GIS fund to fire fund per Auditor visit.

Commissioner Goffena signed Journal Voucher 812 correcting revenues that were classified as miscellaneous in error.

Commissioner Goffena signed Journal Voucher 813 VOCA grant money was posted to fines & forfeitures instead of a grant revenue. This is correcting A101 12293 7 12794. Per Auditors visit.

Commissioner Goffena signed Journal Voucher 814 moving money from general fund to Roundup Schools Payroll clearing and claims, clearing funds to balance with outstanding checks. Per Auditors visit.

Commissioner Goffena signed Journal Voucher 815 recording the with drawl out of postage account that was done on 01/19/2021. Recording the annual fee for the postage meter 01/04/2021.

Commissioner Goffena signed Journal Voucher 819 to correct the funds for heat repair to come out of facilities instead of the Foodbank.

Commissioner Goffena signed Journal Voucher 820 to move CARES Act money out of the general fund into the new CARES Act fund.

Commissioner Goffena signed Journal Voucher 822 to adjust funds in bonds held in District Court with support provided by the District Court Judge.

Commissioner Goffena signed Journal Voucher 823 to adjust the Water Commissioner funds to agree with the support provided by the District Court Judge.

Commissioner Goffena signed Journal Voucher 810 BARSAA transactions posted to fund 2820 rather than fund 2821.
