Commissioners January 19, 2021 Minutes

The meeting was called to order at 8:30 by Commissioner Goffena. Commissioner Turley was present.

Pledge of Allegiance.

Commissioner Turley made the motion to approve the agenda as is. Commissioner Goffena seconded the motion. Motion carried.

Commissioner Turley made the motion to approve the January 11, 2021 minutes as is. Commissioner Goffena seconded the motion. Motion carried.

There were no board meetings for either Commissioner.

Road and Bridge Supervisor Stockert and Secretary Kenner gave her weekly report to the Commissioners. They are going to meet with Auditor Denning this week to go over the BARRSA vison tracking. The Department would like DES to sign off on the Farrel Street Bridge Replacement Project. The Road Plan for 2021 was submitted to the Commissioners. Blading was done on Melstone-Custer, Fishel Creek, Alec Roy, Goulding Creek, East Parrot, Horsethief, Fattig Creek and Griffith. They did fire support and took care of trees blocking roads after the high wind event. They will keep moving forward with the new shop.

Jeremy Norby with Seitz Insurance/State Fund met with the Commissioners to introduce himself and go over some of the procedures for Workers Compensation. Mary Rose Beasley entered the meeting to observe and show her support. Mr. Norby hopes to work with the Commissioners to improve safety for County employees and told the Commissioners to call if they need anything.

DES Coordinator Harper gave his weekly report to the Commissioners. Mr. Harper met with the State DES Mitigation staff and will be working diligently to get the reimbursement for the County and then close out. The N. Delphia fire is being called the Porcupine fire. There were 1,286 acres that burned. Burning is now shut down until the end of the week and then will be re-evaluated for re-opening. There were 2 new addresses last week.

Dwane Snook met with the Commissioners regarding the 2nd Amendment and Musselshell County becoming a Sanctuary County. Dan Main was present for observation. Mr. Snook said he had spoken to Barry Usher and Mr. Usher is for the County moving forward to be come the first sanctuary County in the State of Montana. Commissioner Goffena said he doesn’t think it would be good for Musselshell County and the people it could possibly bring in. Commissioner Turley said he doesn’t think it is what Musselshell County and its future needs. Mr. Snook said he is really disappointed in the Commissioners discission.

Monty Sealey from the Central Montana Regional Water Authority met with the Commissioners to up date them on the Musselshell Judith Rural Water Project and gave them a Feasibility Study Document List of the project. The project was passed by Congress and can now move forward. The project will bring good water to Communities in 5

different phases. The Communities affected will be Harlowton, Ryegate, Lavina, Broadview, Roundup, Musselshell and Melstone.

Public Meeting on changing the Commissioners meeting days from Monday’s to Friday’s.

Present were Dan Main, Lura Pitman (Roundup Record) and Deb Adolph (via GoToMeeting)

Mr. Main said Commissioner Pancratz knew his schedule when he ran for office and meeting days shouldn’t change. Commissioner Goffena said but it changed after he was voted in and they are trying to accommodate him. Commissioner Turley said they are trying to keep ahead of the finances to avoid what happened in the past and they are also going to concentrate on roads. Mr. Main asked if there is going to be a trial period for the change? Commissioner Turley said that nothing is locked in.

Commissioner Pancratz entered the meeting.

Ms. Adolph asked if there was a cost analysis done? Commissioner Goffena said there wasn’t but they are confident that there won’t be too much spent, an hour or so and mileage. Ms. Adolph has concerns about all Commissioners getting all the information and getting business done. Commissioner Pancratz said his schedule is flexible to where he will be able to come in for an hour here or there several times through the week.

Daniel Main, Jessica Samuelson, Ruth Mayo and Ronda Gatlin were present. Deb Adolph was present via GoToMeeting.

Ms. Gatlin and Ms. Mayo wanted the Commissioners to try to do something about some property in Farreltown that has become a dump. They have gone to Central Montana Health District and they can’t do anything because of COVID-19. They gave the Commissioners pictures that were taken. The Commissioners will talk to the County Attorney regarding the matter and what can be done.

Item #1 to approve and sign Resolution 2021-3 establishing Regular Meeting Dates of the Musselshell County Commission and to Describe Procedure for Public Participation was tabled until after the Public Hearing on Monday January 25, 2021.

Commissioner Turley made the motion to approve and sign the Encroachment Permit for Section 2, Township 8 North, Range 25 East on Roundup Mesa Road submitted by Mid-Rivers Telephone Cooperative, Inc. Commissioner Pancratz seconded the motion. Motion carried.

Commissioner Pancratz made the motion to approve and sign work order #5 for the PAR for the Sheriff Coroner Building submitted by WWC Engineering. Commissioner Turley seconded the motion. Motion carried.

Gary Eliasson met with the Commissioner regarding the River Walk and Fishing Assess Site.

There being no further business the motion was made to adjourn. Motion carried.

All Commissioners did claims on Thursday January 7, 2021

Claims for the first half of January 2012 totaled $305,430.33.
