Commissioners October 5, 2020 Minutes

The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Goffena was present.

Mike Turley was present for observation for the day.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda for the day. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the September 28, 2020 minutes. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena attended the Refuse meeting Tuesday September 29, 2020 and they asked the Commissioners to appoint April Gifford to the Board. Ms. Gifford will be appointed Tuesday October 13, 2020. They are going to be checking on the correct hours of a terminated employee. They need to get the compactor fixed.

Commissioner Goffena attended a Fire Council meeting on Thursday October 2, 2020. Bull Mountain and Melstone VFD would like new buildings. They are looking into getting new radios also.

Commissioner Borner attended the MACo conference last week.

John Bach, Veronica Meyer, Steve Aldinger and Aaron Task from Interstate Engineering, Steve Studder from Knife River and Kelly Gebhardt met with the Commissioners with an update on the Airport. The runway paving is completed. They are continuing paving on the remaining taxiway. The NOTAMS have been extended to November 4, 2020. The next meeting is Tuesday October 13, 2020.

Road & Bridge Secretary Kenner gave her weekly report to the Commissioners. They are looking into Conex boxes for signs and tired in during construction. They finished Big Wall, cattle guards have been cleaned on Timber Buttes, replaced cattle guards replaced on Four Mile and they are beginning reclaiming the Goffena gravel site on N. Gage. They are moving forward with the well at the shop. Hopefully drilling will start this week.

Sheriff Lesnik gave his weekly report to the Commissioners. Engineers for the impound building will be here on October 14, 2020.

Bill Edwards and Linda Yount met with the Commissioners with an update on the Teddy Blue Abbott monument. Fred Winkler has volunteered to move the Roundup Monument to another part of the Courthouse Yard. They need to have the sprinklers are flushed before. Ms. Yount told the Commissioners that there will be a Tree City Celebration on October16, 2020 at 10:00.

DES Coordinator Harper and Fire Warden Russell gave their weekly reports to the Commissioners. Montana Department of Transportation submitted a new set of plans for their projects on HWY 12. They are still working on the Bobcat Fire recovery. There were 4 new addresses this week. The PDM (pre-disaster mitigation) project proposals will be published in the newspaper throughout the State. There is 1 active COVID case in Musselshell County. Mr. Russell told the Commissioners that there may be a problem about Easements on a road.

County Agent Solf gave her weekly report to the Commissioners. Ms. Solf will be doing Food Handler Courses through out the month. The 4H building roof is leaking and will need fixed before any electrical updates are done.

Commissioner Goffena made the motion to sign the Agreement with Riverstone Health for the Special Supplemental Nutrition Program for Women, Infants and Children. Commissioner Borner seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
