Commissioners September 21, 2020 Minutes

The meeting was called to order by Commissioner Borner. Commissioner Goffena was present.

Mike Turley was present for observation.

Pledge of Allegiance

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the September 14, 2020 minutes as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena had an HRDC meeting on Friday September 18, 2020 and was voted to the board. Commissioner Goffena said there were a lot more programs available in HRDC than he realized and that Musselshell County citizens use a lot of them.

The Meeting was called to order

sit in on the interviews for Clerk & Recorder and Treasurers offices on Friday September 18, 2020. On Wednesday September 16, 2020, Commissioner Borner attended a meeting at the Bair Collins River Reclamation site.


John Bach, Steve Aldinger (via zoom) and Veronica Meyer (via zoom) from Interstate Engineering, Jay Steinmasel from Knife River, Mike Turley and Kelly Gebhardt were present. They are going to continue paving of leveling course of asphalt on runway. Begin surface course paving on runway, clean up along edges. Central Electric will continue installation of light cans and conduit along taxiway A. They are waiting on grade verification checks from the Knife River surveyors, if failing teste are encountered, it is the contractor’s responsibility to remove any asphalt and reverify. Kelly Gebhardt said they did a nice job on the leveling course. Jason Garwood and Steve Engebrecht from the FAA and Steve Aldinger plan to be on site Friday September 25, 2020 and the Commissioners are welcome to join them. The next meeting is 9:00 a.m. on Monday September 28, 2020.

Road and Bridge Supervisor Stockert gave his weekly report to the Commissioners. Mr. Stockert just wanted to give them a heads up about a resident on a non-maintained road that wants gravel put down. The Commissioners told Mr. Stockert to advise him to get gravel from a local pit.

DES Coordinator Harper and Fire Warden Russell gave their weekly report to the Commissioners. Montana Department of Transportation is submitting a new Floodplain Application for the project on HWY 12. The Bobcat Fire is 100% contained. There were 4 new addresses last week.

Item #1to review and sign the Contractors Application for Payment #3 submitted by Knife River was tabled by Commissioner Goffena until September 28, 2020 to get more information from the 3:30 meeting today.

Item #2 to review and sign Contractors Gross Receipts Withholding Return was tabled until September 28, 2020 to get more information from the 3:30 meeting today.

Veronica Meyer and Brent Moore from Interstate Engineering and Bob Denning with Denning, Downey & Associates met with the Commissioners to discuss where the extra money for the Pavement Rehabilitation at the airport is going to come from since they did not budget for it in the 2020/2021 Final Budget. Mr. Denning said we need to find out if there were any restrictions on the Capital Improvement fund to see if it can be taken out of there with a public hearing on a budget amendment and resolution. They can also go out for a grant or get a low interest loan.

There being no further business the motion was made to adjourn. Motion carried.

Commissioner Goffena did claims on Wednesday September 16, 2020 and Commissioner Borner did claims on September 17, 2020.

Claims for the second run of September were $145,566.31.

Commissioner Goffena made motion to approve Sept 21st minutes. Commissioner Borner seconded the motion, no public comment, motion carried.

Commissioner Borner had MHC meeting on Friday 25th. The board is restructuring the organization due to loss in Yellowstone County Safety Mill levy revenue. She discussed the importance of the satellite office for mental health services in Musselshell County and the need to keep MHC as our provider

Airport/Interstate Engineering report

John Bach and Veronica Meyer from Interstate Engineering, Craig Kind from Knife River and Mike Turley were present. Update on progress of project, weather is staying favorable. Project moving along.

Road Dept: Tom Stockert gave report to Commissioners. Discussed building for road equipment. Tom gave an update on the safety concerns regarding the Bobcat fire, he is working with Fire Warden to address the problems. Also discussed the communication issues during the fire and those are being worked on as well.

Tom gave an update on the last concerns on the Old Divide MFLAP grant. He is working with Century over the guardrail issues.

Tom also discussed with commissioners the ‘problem child’ truck and keeping it for the water trailer. Discussion of water well for Road Dept.

Sheriff Lesnik discussed his budget with Commissioners, bought new body cams for deputies, working on purchasing new vehicle. Commissioner Goffena asked about forensic audit. Commissioner Borner discussed the CB grant for PAR for the impound/coroner’s building.

DES: Andrew Harper and Justin Russell: Gave weekly report. Harper visited with DEQ/AML Scott Graham on mitigation project and disc golf design. Justin discussed the safety and communications concerns during the Bobcat fire. There will be an After-Action official meeting in October.

Harper met with Team Rubicon and landowners affected by fire. Supplies were delivered to fire victims and coordinating 58 tons of hay for fire victims.

Harper shared with the commissioner the RFP advertisement for the PDM.

Treasurer Hetrick discussed the properties taken on back taxes. She discussed with the Commissioners the School taking their money out of the county and the process as they proceed forward.

Her new employee will start of Friday.
