Commissioners August 17, 2020 Minutes

The meeting was called to order by Commissioner Borner. Commissioner Goffena was present.

Mike Turley was present for observation for the day.

Pledge of Allegiance.

Commissioner Goffena made the motion to approve the agenda as is. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to approve the August 10, 2020 minutes. Commissioner Borner seconded the motion. Motion carried.

Commissioner Borner attended a MACo Townhall meeting on Monday August 10, 2020. The COVID-19 reimbursements were discussed and will be put into the recovery fund and let sit.

Commissioner Borner attended a Central Montana Health District meeting via zoom on Thursday August 13, 2020 and finalized the budget.

Barb Halverson entered the meeting for observation for the day.

Wednesday August 12, 2020 Commissioner Borner and Clerk & Recorder Tomassi worked on the budgets and had a phone conference with Denning, Downey and Associates regarding the AFR’s (annual financial reports) All reports are completed and Musselshell County is in full compliance for the first time in at least 5 years.

Commissioner Borner said that Eric Eliasson fixed the electric and she will call Overhead Doors to get the doors at the Extension Office adjusted.

Commissioner Borner has e-mailed Mark Qualman regarding storage for the Courthouse and is waiting for a response.

There will be a meeting with Snowy Mountain Development August 24, 2020 to discuss the groundwater monitoring.

Maintenance Supervisor Jett is on vacation.

Road and Bridge Secretary Kenner gave her weekly report to the Commissioners. The Alec Roy Road culvert installation is Tuesday August 8, 2020 and the road will be closed but opened by the end of the day. Commissioner Borner is going to call Mike Ruggles with FWP to see when he can meet with us regarding the Fishing Access. Today they are finishing up the 4-H Road FEMA hot mix repair. They are continuing road maintenance, hauling gravel to the shop from Willow Creek and repairing a culvert on N. Delphia.

Sheriff Lesnik gave his weekly report to the Commissioners. The steps at the office were fixed and look great. A criminal investigation was discussed behind closed doors.

Clerk & Recorder Tomassi met with the Commissioners regarding the fees for the AFR’s (annual financial reports)

DES Coordinator Harper gave his weekly report to the Commissioners. Mr. Harper is still gathering information for the FMA & PDM grants. The City has changed their scheduled fees for Floodplain permits.

Treasurer Hetrick met with the Commissioners to give them the Cash Report for July 2020 and to adjust her budget to allow a few hours of overtime for her staff as needed.

County Agent Fosjord gave her weekly report to the Commissioners. The Ag Legacy Program was postponed until January or February 2021. Ms. Fosjord is going to be helping in the reimagining Rural Program. There is a Fair Board meeting August 18, 2020 at the fairgrounds.

Steve Aldinger, John Bach and Veronica Myer (via zoom) from Interstate Engineering met with the Commissioners to discuss the Airport Project. Kelly Gebhardt was present also. Mr. Aldinger told the Commissioners that the contractor, Knife River sent a letter asking for a 50-day extension to complete the project. Mr. Bach stated that he really doesn’t anticipate it taking a whole 50 days. Mr. Gebhardt thinks that 20 days should be enough.

Steve Studder and Dave Resch and Jay Steinmasel from Knife River joined the meeting. Mr. Resch said that the runway was critical to their schedule. The tests they took showed there was fabric but it didn’t show how thick it was and if they poured over it the asphalt would crack. That is what has delayed the project. Commissioner Borner said that they have already committed to the extra money and she thinks the 50 days should be allowed to just get the project completed. Commissioner Goffena agreed. Mike Turley said it sounds like a communication failure. John Bach said that’s why we are going to be having weekly meetings with all parties.

There will be weekly meetings Mondays at 9:00 in the Commissioner’s Office.

Public hearing for the Preliminary Budget.

Clerk & Recorder Tomassi was present and Deb Adolph was via GoToMeeting.

The mills were discussed for each department. The final preliminary hearing for the budget and permissive levies will be August 24, 2020 at 2:00 and the budget will be adopted on August 31, 2020.

There was no public comment.

Item #1 to review and sign the Rental Agreement and Lease for the Roundup Public School was tabled until they can get some more information.

Commissioner Goffena made the motion to appoint Kathy Yarrish to the Hospital District Board. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Contractor’s Application for Payment #2 for AIP 3-30-0066-015-2020 Knife River. Commissioner Borner seconded the motion. Motion carried.

Commissioner Goffena made the motion to sign the Contractors Gross Receipts Gross Receipts Withholding Return submitted by Interstate Engineering. Commissioner Borner seconded the motion. Motion carried.

Fire Warden Justin Russell called in to tell the Commissioners that they do not think we should go to Stage 2 Fire Restrictions at this time but we may have to do it on August 24, 2020 business.

There being no further business the motion was made to adjourn. Motion carried.
