Commissioners March 23, 2020 Minutes

The meeting was called to order by Commissioner Borner. Commissioner Carlson was present.

Pledge of Allegiance.

Commissioner Carlson made the motion to approve the agenda. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to approve the minutes. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

All board meetings were cancelled.

Pam Walling with MACo called in to go over the plan changes for medical coverage for employees. The Commissioners would like to add another a high deductible plan so the employees are able to have an HSA (healthcare savings plan). There will be a call March 30, 2020 with Brett Tate from Allegiance to discuss the HAS.


Maintenance Supervisor Jett gave her weekly report to the Commissioners. The regulator in the Judge’s chambers has been fixed.

Road and Bridges Supervisor Stockert and Secretary Kenner gave their weekly report to the Commissioners. There will be a conference call today at 3:40 with Attorney Swimleys Office to discuss the #4 alteration. Mr. Stockert will be in for the meeting. They received another denial letter from the Department of Military Affairs regarding a well on the FEMA properties. They will have to set up an account with Brewers to get water until they can see if a well at the Shop is feasible. They are still waiting on Vidic Drilling. Mr. Stockert wanted the Commissioners to know that it is sad that they are trying to look out for the residents by taking necessary steps during this hard time and all people can do is complain because they are uneducated.

Sheriff Lesnik gave his weekly report to the Commissioners and was just touching base. There are people coming in from Billings and making it hard for our residents to get necessary items.

DES Coordinator Harper gave his weekly report to the Commissioners. The PDM planning grant with surrounding Counties has been awarded. The State Homeland Security Grant has been submitted. They are monitoring the Covid-19 virus and will keep the Commissioners updated. Trainings have been cancelled.

County Agent Fosjord gave the Commissioners her weekly report. The crew that is working inside are taking precautions while working. MSU informed her that she could work from home if she felt the need. Ms. Fosjord will have a brief article in the paper with an update of what will be happening if she does work from home. They are going to be having meetings on the phone and Commissioner Borner would like to be updated on what they are thinking the economic impact may be for the ranchers.

Ambulance Director Solberg met with the Commissioners to discuss his budget and IT services.

Program Director Mark Qualman called in to discuss the contractors that are working on the Extension Office and grandstands. Commissioner Borner said that they have been working on it this week and even over the weekend. Mr. Qualman said hopefully they will finish the job quickly.

Deb Adolph called in to the Go to meeting.

There was no public comment.

Commissioner Carlson made the motion to table to approve and sign the Montana Association of Counties Health Care Trust July 2020 Final Renewal Plans. Commissioner Borner seconded the motion. Discussion. Commissioner Borner said the Commissioners are going to add to the plan another high deductible option so the employees can have an HSA (healthcare savings account) if desired. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Carlson made the motion to table deciding and award the Airport pavement rehabilitation bid until they have had the Conference call with Interstate Engineering on Wednesday March 25, 2020. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

There was a conference call at 3:40 with Attorney Swimley and Tara DePuy regarding the #4 Road alteration. Road and Bridge Supervisor Stockert was present. The Commissioners gave them the go ahead to start working on getting this done and they will be in contact with any questions or information.

There being no further business the motion was made to adjourn. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

March 18, 2020 the Commissioners opened bids for the Airport Replacement Project. Commissioner Borner was present Commissioner Carlson called in. Veronica Meyer from Interstate Engineering was present.

Century Companies Base Bid = $2,515,043.50

Knife River Base Bid = $1,656,776.80

Commissioner Carlson made the motion to take the bids under advisement. Commissioner Borner seconded the motion. All in favor? Commissioner Borner and Commissioner Carlson said aye. Motion carried.

Commissioner Borner and Commissioner Carlson did claims on Thursday March 19, 2020

There was a Department Head meeting March 19, 2020 at 8:00 A.M to discuss COVID 19. Commissioner Borner, Commissioner Carlson, Clerk & Recorder Tomassi, Treasurer Hetrick, Clerk of Court Halverson, Sheriff Lesnik, County Attorney Peterson, DES Coordinator Harper, Road and Bridge Supervisor Stockert, Weed Coordinator Beck, County Agent Fosjord and Dave Ponte from the Roundup Record were present. Emergency Resolution 2020-11 was signed by the Commissioners.
