Commissioner August 19, 2019 Minutes

The meeting was called to order at 8:30 by Commissioner Borner. Commissioner Berry was present. Commissioner Carlson will be in after attending a meeting.

Pledge of Allegiance.

Commissioner Berry made the motion to approve the agenda as submitted. Commissioner Borner seconded the motion. Motion carried.

Commissioner Berry made the motion to approve the August 12, 2019 minutes as submitted. Commissioner Borner seconded the motion. Motion carried.

Commissioner Berry did not have any board meetings.

Commissioner Borner had a Central Montana Health Board meeting on Thursday August 15, 2019. They are training a new sanitarian. Budgets were approved. Commissioner Borner has still been working on grant options. The DLA (delivering local assistance) grant will not work for the Courthouse because there isn’t a serious structural issue. Commissioner Borner hasn’t heard back from Kathie Bailey at Snowy Mountain Development Corporation regarding any Fish Wildlife and Parks grants for vaulted latrines. Commissioner Borner thinks Ambulance Director Solberg will be talking to Kathie Bailey about funding for remodeling the old ambulance barn for dispatch.


Commissioner Berry talked to the resident with the Flood Plain Violation regarding the appraisal the County got on the property. The resident disputed the amount and would like a copy.

The Commissioners have not heard anything regarding the Accounting Audit.

Maintenance Supervisor Jett is on vacation.

Road Secretary Kenner gave her weekly report to the Commissioners. Road and Bridge Supervisor Stockert talked to J.J. Conner with the DEQ regarding donated gravel. It can only be donated if it is a permitted legal landowner site through the DEQ and the land owner would still have to pay 4.5% on the year end report. There will be another meeting with the DEQ this Thursday August 22, 2019. Culverts were repaired/replaced on N. Gage Road, Big Wall and Mosby. Mowing continues in the East and North and was just finished in the South but may do a few repasses as needed. Work was done on Stillwater. Today they are working on Canyon and Mine. Blading on Goffena and Allen.

Sheriff Lesnik gave his weekly report to the Commissioners. Mr. Lesnik gave the Commissioners a letter he received regarding seizure of medications from deceased hospice patients. The letter and response were sent to the Director of Montana Department of Public Health and Human Services. Mr. Lesnik gave a letter designating himself as a member to the Interdisciplinary Child Information and School Safety Team. They hired 2 new Deputies that will start in September. There was a patrol vehicle destroyed and someone is shooting bull elk and leaving them.

DES Coordinator Fisher gave his weekly report to the Commissioners. Power, water, sewer and telephone has been disconnected at the buyout properties. Hawk Creek Dean Creek and Bull Mountain Fire Departments have had fire fighters doing staffed stations and will continue through the week.

Treasurer Hetrick gave her weekly report to the Commissioners. Mid-rivers will be called about moving some phone lines in the office. Ms. Hetrick told the Commissioners that there will be some changes in Tax Deeds from Senate Bill 253.

Ambulance Director Solberg met with the Commissioners regarding new employee identification cards. Mr. Solberg talked to Kathie Bailey from Snowy Mountain Development Corporation and will need to do an engineering report for the remodeling of the old ambulance barn. The Commissioners told him to call Stahly Engineering. They may be hiring someone to work in the Ambulance Barn office.

Commissioner Carlson was present for the afternoon meeting. Commissioner Berry will be in for the 3:00 business.

Chad Sealey and Tom Vandeberg met with the Commissioners regarding a discrepancy in their budgets for the schools. The Commissioners told them they have hired and accountant to work on getting the numbers worked out.

Ken Stahl met with the Commissioners to ask about Colony Road. He wants to know about a weight limit on it and if there is a possibility of speed bumps. There are some residents that will not slow down and it is dangerous. Commissioner Carlson said he will talk to the Road and Bridge Supervisor.

Tax Appeal Board Secretary Widmier met with the Commissioners for them to approve the notice that will be going into the paper and to let them know about a Tax Appeal training that she will be attending.

Public comment:

Commissioner Berry was present.

Dave Liggett was present and said that he likes the changes in the atmosphere at the Campgrounds. The welcome sign is nice and Will Donohue is doing a good job.

Commissioner Berry made the motion to sign the contract with Stone Construction for hail damage repairs at the Extension Office, Fairgrounds and the Courthouse steps after Mark Qualman looks at the final contract before Commissioner Borner signs. Commissioner Carlson seconded the motion. Motion carried. Commissioner Borner told them that she also sent it to the County Attorney to look at.

Commissioner Carlson made the motion to review and sign Journal Voucher #460 transferring from Roundup HS General Fund to Roundup Elementary Cash Fund per Carmen Eiselein #461 transferring from Roundup HS Retirement to Roundup Elementary Retirement Fund per Carmen Eiselein. #479 end of year adjustments from Melstone Elementary School District per Patti. #480 end of year adjustments Melstone HS per Patti. Commissioner Berry seconded the motion. Motion carried.

Commissioner Berry made the motion to sign the Budget Authority Resolution, Management Plan, Project Budget, Implementation Schedule, Designation of Depository and Signature Certification for the Goffena Bridge TSEP Grant submitted by Stahly Engineering. Commissioner Carlson seconded the motion. Motion carried.

Commissioner Carlson made the motion to sign the Construction Agreement between MDT and Musselshell County for the Goulding Creek Road repair project submitted by the Montana Department of Transportation. Commissioner Berry seconded the motion. Motion carried.

Commissioner Carlson made the motion to sign Grant Agreement No. RIT-20-8889 Bair-Collins Mine (Meathouse Road) Reclamation and Musselshell River Restoration submitted by the Department of Natural Resources and Conservation. Commissioner Berry seconded the motion. Motion carried.

There being no further business the motion was made to adjourn. Motion carried.
